procure on a sole source basis non-developmental 30mm Armor Piercing
Fin Stabilized, Discarding Sabot, Traced (APFSDS-T) ammunition for the
MK44 30mm automatic cannon on the Advanced Amphibious Assault Vehicle
(AAAV). The procurement will be a negotiated RFP with Raufoss
Technology AB. The requirement is for comparative testing of the rounds
(880/ea), first article quantity plus option quantities (15,000/ea) of
production rounds. The ammunition must be capable of being used with
the Mark 44 automatic cannon (Bushmaster II 30mm Automatic Cannon) and
Bushmaster II link. The ammunition must be capable of penetrating
current BMP family of vehicles at 1500 meters and use an
environmentally safe penetrator. It must have an accuracy of 0.4
milirands (one standard deviation in each axis) at temperatures ranging
from -32 to 52 degrees Celsius when fired single shot
from a Mann barrel or single shot to 200 shots per minute from a
Bushmaster II. The ammunition must be suitable for naval applications
and meet safety requirements needed for U.S. Navy Weapon System
Explosives Safety Review Board (WSERB) certification. The round must be
capable of operating in a Bushmaster II nitrided barrel with a full
gain twist from 0 to 7 and also in a Bushmaster II chrome barrel with
an intermediate gain twist from 3.5 to 7.5. It is contemplated that the
contract will be issued on a FOB Origin basis. Deliveries will be
required by 29 January 1999. The options will cover the Government's
requirements for five years from the date of contract award. Numbered
Note 22 applies. Numbered Note 26 applies. The 880/ea rounds are being
sole sourced as Foreign Comparative Testing (FCT) rounds in accordance
with Defense Acquisition Regulation supplement (DFARS) 206.302-1(b)).
The follow-on option quantities will be sole-sourced to Raufoss as the
Government would face substantial duplication of costs ($20 million)
that is not expected to be recovered through competition.(FAR
