OH-58D System Safety Enhancement Program (SSEP). Lot II consists of the
modification of 28 each OH-58D aircraft, NSN 1520-01-125-5476 plus an
option for 20 each additional aircraft for Lot III SSEP. This program
will involve the simultaneous application of several Engineering Change
Proposals into the aircraft. Authority and Justification for other than
full and open competition is 10 U.S.C. 2304 (c )(1). The proposed
procurement is for services and supplies which cannot be obtained
through full and open competition because only one responsible source
is capable of satisfying the Agency's requirements, FAR 6.302-1. Bell
Helicopter Textron Incorporated, Fort Worth, TX is the only known
source capable of performing this work in the timeframe required to
satisfy the Army's minimum needs and BHTI retains the proprietary data
rights to the manufacturing processes and engineering data packages
required to perform the simultaneous and complex modifications for
SSEP. BHTI is the designer and sole manufacturer of the OH-58D
aircraft. All responsible sources may submit a proposal which shall be
