combined Synopsis/Request for Quotation (RFQ) for commercial items in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-41. This acquisition is a 100% small business
set-aside. If inadequate response is received from small businesses,
the solicitation will be issued as unrestricted without further notice.
The SIC Code is 1711 the size is $7.0 million. Delivery shall be FOB
destination to Andrews AFB, MD. Responses to this RFQ must be received
by 28 September 98 no later than 12:00 P.M. Eastern Standard Time.
Delivery and finance addresses will be provided upon award. Award is to
be based on the following factors: (1) delivery; (2) Price. The
contractor shall conform to base regulation and directive pertaining
security. The contractor is not allowed to deliver/perform on the
following days: New Years Day, Martin Luther King's Birthday,
President's Day, Memorial Day, Independence Day, Labor Day, Columbus
Day, Veteran's Day, Thanksgiving Day, and Christmas Day. Statement of
Work: Replacing sewer laterals FY 48/FY 46 for Military Family Housing,
Andrews AFB. Contractor shall furnish all plant labor, equipment,
materials, transportation, personnel, and supervision to perform all
operations necessary to abandon existing clogged or collapsed sewer
laterals with new 4" schedule 80 PVC laterals at four different
locations on Andrews AFB, MD. Laterals: Existing laterals shall be
abandoned and new laterals tied to the existing main at the proper
grade. Existing laterals vary in depth from four to fifteen feet as
they exit the building and are twenty to forty feet in length before
the main tie in. New laterals shall be installed with no less than a
two percent grade and at the most efficientpoint of building exit.
Excavation and site restoration: Digging permits will be obtained prior
to any excavations. The contractor shall excavate as necessary to the
required grade for the installation of new four-inch drain lines to the
main tie in. After installation and prior to back-fill the government
inspector shall witness a test of the new installation for flow and
leaks. Any discrepancies shall be corrected immediately. Shoring will
be used in any trenches deeper than six feet. The contractor shall
back-fill, tamp with mechanical tampers, grade, seed and straw all
distributed areas. Concrete, asphalt, and curb areas shall be saw cut
for access and restored to the original configuration. Locations:
1130-1 Columbus Circle, 3775-6 Louisiana Ave., 3776-4 Louisiana Ave.,
3777-4 Alaska Ave. The contractor shall provide a contract manager who
shall be responsible for the performance of work. The name of this
person and an alternate, who shall act for the contractor when the
manager is absent, shall be designated in writing to the contracting
officer prior to contract start date. The contract manager and
alternate must be able to read, write, speak, and understand English.
Contractor employees must wear identifiable clothing that states the
name of the contractor and/or company. Hours of operation: Monday
through Friday 0715- 1600 Hours. The delivery will be 45 days from
award. All potential contractors shall be registered on the Central
Contractor Registration. The toll-free phone number for contractor

Registration must be done immediately upon notification of this
synopsis in order to be considered for award. The "long" form shall be
used for registration. Contractors shall submit a Duns Number, cage
code, and business size with quotation. A site visit will be conducted
on Friday 25 September 1998 at 1430 hours (2:30 p.m.). All interested
