This is a revision to the Presolicitation Synopsis posted in the CBD on 24 June 1998 for Automated Data Collection/Fuels Dispensing System (ADC/FDS) to support world-wide requirements. The Air Force contemplates to award a Requirements Contract for four years only and no option year period. Additionally, the contemplated Requirements Contract will include Option Items for Extended Warranty Services consisting of ten (10) one-year renewable options for the Powered Type I and Non-powered Type II ADC/FDS Systems. The deadline for receipt of offers will be established in the Request for Proposals to be issued on or about 15 Oct 98. All potential offerors should contact the buyer/PCO identified in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
