SOURCES FOR VIDEO TELECONFERENCING & TELETRAINING CAPABILITY The
previously published synopsis is hereby amended as follows: to offer
interested parties the opportunity to participate in a roundtable
question and answer session on 16 October 1998, to extend the final
date for written submissions to 16 November 1998, and to change the
Government Point Of Contact (POC) referenced in the previous
announcement. Please review the following announcement, which is
re-published in its entirety, with changes incorporated therein. This
is a sources sought announcement only, and not a Request for Proposal
(RFP) or an announcement of a solicitation. A written response is
required from interested parties, as detailed below. The AEGIS Training
& Readiness Center (ATRC), a tenant facility, at the Naval Surface
Warfare Center Dahlgren Division (NSWCDD), Dahlgren, VA is a worldwide
training and readiness command for the Navy. The ATRC is seeking
sources to provide a Video Teletraining (VTT) and Teleconferencing
(VTC) capability. VTT-VTC may involve the development, configuration,
integration, and installation of VTT-VTC equipment worldwide. This
VTT-VTC capability must provide secure, stable, and reliable
connectivity and interoperability to/from the ATRC (Dahlgren, VA),
to/from the seven ATRC Detachments, including i.e., Wallops Island VA,
Mayport FL, Norfolk VA, Philadelphia PA, San Diego CA, Pearl Harbor
HI, and Yokosuka JA, and to/from other military and commercial sites
that can provide training, readiness, education, and quality of life.
VTT-VTC signal transmissions must be able to originate from and/or to
be received by any of these sites broadcasting to other sites. This
VTT-VTC capability must also support distance-training applications to
and from the detachments as listed above and interface with current
electronic classroom resources. Anticipated VTT-VTC configurations are
envisioned as the transmission of audio-video-data: -- ATRC to a
single remote site and reverse -- ATRC to multiple remote sites --
Remote site to ATRC and/or other remote site/s -- ATRC to remote site
with multiplexing to classroom/s and student stations and reverse --
ATRC to multiple remote sites with multiplexing to classroom/s and
student stations. Interface and compatibility with current Electronic
Classrooms and resources is required. Currently, information is
distributed from the server/s to the instructor station. When desired,
information is further broadcast, at the instructor's discretion to
student stations. Other key discriminators are: cost, reliability,
security, availability across countries, interoperability and
connectivity across countries, and ease of use. Interested sources are
invited to participate in a roundtable question and answer session on
16 October 1998, 0900 a.m., at the ATRC, 5395 1st Street, Dahlgren, VA
22448-5000, Conference Room A/B. The ATRC is located 50 miles south of
Washington, DC, at the Naval Surface Warfare Center, Dahlgren
Division, 17320 Dahlgren Road, Dahlgren, VA 22448. This is will be an

required; please send the visit request to the attention of Pam
Pearson, telephone (540) 653-4737, fax (540) 653-6831. Interested
sources shall provide the ATRC with a ROM cost and LOE for the above
described capability; to include unit and total prices, engineering
services, connectivity services, technical support, instructor-staff
training, and any other pertinent costs. Written responses are required
NLT 16 November 1998, which is 31 days after the roundtable discussion.
The responses shall include Company Name, Address, Point of Contact,
telephone Number, Email address, and URL (if applicable). Responses
