COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 24,1998 PSA#2187DESIGN/BUILD SERVICES FOR YOUTH CENTER AT NEW LONDON, CT Market Survey:
This is not an Invitation for Bid (IFB) or a Request for Proposal
(RPF). Under PL98-369 (CICA), this sources sought market survey is
seeking to identify potential contractors to perform design-build
services for a Youth Center at the Naval Submarine Base in New London,
Connecticut. This will be a new facility and shall be approximately
15,500 square foot. The facility will include a gymnasium,
multi-purpose room, classroom/meeting rooms, computer/strudy room,
music room, teen lounge, snack bar, restrooms, offices, and support
spaces. The new Youth Center will be built on the site of an existing
Community Center. The existing Community Center is scheduled for
demolition by the government under a separate contract. Supporting
facilities work for the new Youth Center will include site preparation,
utility connections, storm water management, paving, walks, exterior
signage and landscaping. Estimated cost range for the project is
between 2.5 and 3.0 million dollars. Design-build procedures shall be
utilized for the construction of this facility. The Government will
ultimately issue a Request for Proposals (RFP) package with submittal
requirements and evaluation criteria for award of the contract.
Anticipated evaluation criteria include past performance, management
approach, technical experience, expertise and qualifications,
commitment to small business concerns, design concepts and proposed
technical solutions, schedule and price. The contract will be awarded
to the offeror providing the best overall value to the government when
considering all of the evaluation criteria. Subsequent to award, the
successful offeror will prepare and submit final design documentation
and complete construction in accordance with the criteria specified in
the RFP package. Responses should include a list of previous
design-build projects, a statement of basic qualifications and
financial capability. Responses of interest are due by 02 October 1998.
This project will be funded by Non-Appropriated Funds (NAF). The
Standard Industrial Classification (SIC) Code for this project is 1542
with a Small Business Standard of $17 million. It has not yet been
determined if the proposed solicitation will be issued unrestricted or
set-aside for small business concerns. All interested firms,
regardless of size, are encouraged to respons to this announcement.
