U -- CONSULTING SERVICES TO DEVELOP A ORGANIZE THE ELIGIBILITY REFORM INITIATIVE CAMPAIGN SOL 541-254-98 DUE 092598 POC Karen Lebo (440)717-2839 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Request For Quotations (RFQ) are being requested and a written solicitation will not be issued. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 97-06. This procurement is set-aside for small businesses and the SIC Code is 8744 and the small business size standard is $5 million. Consulting services are required. Employee Education System (EES) of the Veterans Health Administration (VHA) needs a Campaign approach to implement an organizational change strategy which addresses behavioral changes impacting Eligibility Reforms. The VHA, the largest healthcare system in the United States, is seeking to change itself as profoudly and as quickly as other integrated delivery systems a fraction of its size. The contractor will review the Eligibility Reform initiative to date which would include people's understanding of eligibility reform; develop a powerful theme around which to organize the Eligibility Campaign which would include focus groups or interview; find active ways to elicit people's involvement with the Eligibility Reform campaign; design a strategy for the campaign and orchestrate involvement; pilot a Campaign using different approaches; and analyze learning results for feedback mechanisms. The period of performance is 30 September 1998 through 30 September 1999. This contract will be a Level of Effort contract for professional fees only. Additional costs for travel, telephone and other expenses will be in addition. Identify the number of hours, hourly rate, and extended price necessary. The technical proposal shall address the following evaluation factors in descending order of importance which are more in importance to price: 1) Demonstrate the contractor's understanding of the requirement; 2) Describe the technical and management approach to accomplish the requirements within the required time frame; 3) Identify the milestones or work break down structures;4)Describe experience and knowledge of the Veterans Health Administration; 5) Describe the skill categories to be utilized; 6) Describe the number of hours required to accomplish the work effort; 7) Identify the deliverables; and 8) Identify at least three sources for past performance verification. Contractor proposal shall also contain the information required in provisions 52.212-1, a completed copy of 52.212-3 and the certification required in 852.219-70. documents and forms cited in this solicitation may be obtained from General Services Administration's Internet web page (at http://www.arnet.gov/far/).
