(440)717-2839 This is a combined synopsis/solicitation for commercial
services prepared in accordance with the format in FAR Subpart 12.6 as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; Request for Quotations
(RFQ) are being requested and a written solicitation will not be
issued. Solicitation document and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular Number 97-06.
This procurement is set-aside for small businesses and the SIC Code is
8744 and the small business size standard is $5 million. Consulting
services are required. The Employee Education System (EES) of the
Veterans Health Administration (VHA) needs consultant services through
strategic partnering to build organizational competence and supporting
infrastructure in four specific areas. The VHA, the largest healthcare
system in the United States, is seeking to change itself as profoundly
and as quickly as other integrated delivery systems afraction of it
size. The 4 areas are: 1)Develop and Effective Executive Team and
Divisional Follow-through by partnering and coaching at the division
level to design more effective work processes and create more
technology transfer opportunities. This will also include partnering
with the executive groups, and coaching the EES leaders with focus on
integration of individual initiatives and dissemination of lessons
learned. 2)Designing Campaigns to Support Key Initiatives: In lieu of
large-scale events to make behavioral changes design campaigns that
transfer technology through a small number of events planned throughout
the year. 3)Managing Performance Systematically: Consultant will help
divisions focus on relevant performance measures, evaluation and
employee development, and help assess how to link these measures with
the divisional strategy. 4)Getting Work done through Meeting Systems:
Identify meeting systems at the division and executive level which
would include providing diagnostic tools for mapping meetings and
classifying issues into meeting systems; and design a set of effective
meeting tools and well-designed meeting systems. The period of
performance is 30 September 1998 through 30 September 1999. This
contract will be a Level of Effort contract for professional fees only.
Additional costs for travel, telephone and other expenses will be in
addition. Identify the nuber of hours, hourly rate, and extended price

this announcement shall submit a technical proposal and cost proposal.
The technical proposal shall address the following evaluation factor
(in descending order of importance to price: 1)Demonstrate the
contractor's understanding of the requirement; 2)Describe the technical
and management approach to accomplish the requirements within the
required time fram; 3)Identify the milestones or work break down
structures; ; 4)Describe experience and knowledge of the Veterans
Health Administration; 5)Describe the skill categories to be utilized;
6)Describe the number of hours required to accomplish the work effort;
7)Identify the deliverables; and 8)Identify at least three sources for
past performance verification. Contractor proposal shall also contain
the information required in provisions 52.212-1, a comleted copy of
52.212-3 and the certification required in 852.219-70. Documents
