SOURCES SOUGHT COMPREHENSIVE COURSE OF ADVANCED RUSSIAN STUDIES: THIS
IS NOT A NOTICE OF RFP ISSUANCE. The On-Site Inspection Agency is
conducting a market survey to determine the existence of potential
sources for providing Russian Language Immersion training. Training
shall consist of four (4), sixty (60)-hour courses, for groups of less
than 4 students, with the total number of courses projected to be 24
during Fiscal Year 1999. The courses shall consist of advanced Russian
language studies programs, contemporary Russian society studies, and
cultural orientation programs. Training must be conducted in Russia by
an internationally accredited source of higher learning. The four
courses, which shall have a duration of 2 weeks, are described as
follows: 1. An advanced Russian Language course incorporating lectures
on the humanities and political science, which includes a cultural
orientation program. Course subjects include: intonation and phonetics,
lexicon and grammar, mass media, Russian civilization, political
history, and national security. 2. A continuation of the course
described previously which includes additional course subjects on
Russian newspapers, social-economic geography, and international
relations. 3. An intensive consecutive interpretation course
incorporating advanced Russian language classes, which includes a
cultural orientation program. Course subjects include: oral
interpreting drills, sight translation, morphology, syntax, semantics,
lexicon, and phraseology. 4. An intensive Russian language course
designed to increase the students' knowledge of Russian grammar and
improve their command of the Russian language. The course incorporates
an initial Russian language placement test in order to tailor the
course to the level of the students. The course includes a cultural
orientation program, with course subjects in phonetics, word formation,
morphology, syntax, semantics, lexicon, phraseology. The training
program includes all in-country transportation services (to and from
airport, escort, local travel passes), development of curriculum, all
materials, instruction, cultural orientation program, and student
lodging. The schedule for the instruction will be from 24 October 1998
through the Summer of 1999. CAPABILITIES PACKAGE: Interested sources
should respond in writing. Information should include: evidence of past
experience performing the same or similar services, credentials,
accreditation(s), present capabilities, to include facilities,
equipment, and personnel. Information should not exceed five
typewritten pages. This is a potential Sources Sought notice only, and
not a Request for Quotation nor an announcement of a solicitation,
this notice in no way obligates the Government for any future
acquisition(s), and the Government in no way assumes any liability for
costs incurred in responding to this notice. Submittals furnished will
not be returned to the sender. Interested sources should respond no
