782-3271 The Tank-automotive and Armaments Command -- Armament and
Chemical Acquisition and Logistics Activity (TACOM-ACALA), Rock Island,
Illinois, is seeking to identify potential sources to supply the M203A1
Grenade Launcher (GL) Mounting Kit. This is not a presolicitation
notice. This is a Sources Sought-Market Survey Announcement and no
immediate procurement, Invitation for Bids, or Request for Proposals is
anticipated until our Market Research has been completed. Another
Commerce Business Daily Synopsis will be issued prior to the release of
any solicitation. It is contemplated that this requirement will be
satisfied using small business set-aside procedures. The Government
intends to award a single year contract with an evaluated option for
the M203A1 GL Mounting Kit. It is anticipated that spare parts for the
M203A1 GL Mounting Kit will also be included as evaluated options. The
single year requirement is approximately 4,615 each, M203A1 GL Mounting
Kit. It is anticipated that the evaluated option for the M203A1 GL
Mounting Kit will be 100 percent. The M203A1 GL Mounting Kit shall
attach the 40mm M203A1 GL to the 5.56mm M4 Carbine. It consists of a
handguard, front mounting bracket assembly, and a quadrant sight
spacer. The Government has a preference to satisfy its needs through
the acquisition of commercial items. If the vendor is considering using
their own design, then the mounting kit shall firmly attach the M203A1
GL to the M4 Carbine without any loosening through 3,600 rounds on the
M4 and 1,500 rounds on the M203A1. No melting or deformation of the
handguard shall occur during or after firing the weapons. The handguard
shall completely cover the barrel of the M4 and provide a guard to
prevent accidental depression of the M203A1 GL barrel latch. The Army
issue Leaf Sight, P/N 8448330, shall firmly attach to the handguard
without loosening during firing. The quadrant sight spacer shall be
assembled to the Army issue quadrant sight (P/N 9346304, NSN
1010-01-122-9680) and when the quadrant sight is installed on the M4
carbine shall operate through its full range of motion. Other
performance requirements may be required in the solicitation. If this
market research reveals no commercially acceptable designs, the Army
will use its own design to be manufactured to a Government furnished
Technical Data Package by the interested vendors. It is anticipated
that potential offers will be evaluated using source selection
procedures outlined in the Federal Acquisition Regulation along with
trade-off analysis and evaluation factors as detailed in the
solicitation. Any award will be made on an all or nothing basis.
Interested parties are encouraged to submit any samples, literature,
sketches, or a capability statement describing your company's previous
experience with the manufacture of small arms spares/repair parts. If
you lack sufficient experience, please provide details explaining how
you plan to fulfill the requirements of any solicitation. Interested
vendors shall notify the Government if you are considered a small

the country of ownership. All information provided shall be treated as
proprietary data. This synopsis is for information and planning
