Commission, United States & Mexico, U. S. Section, (USIBWC) intends to
acquire the following equipment on the basis of Other Than Full and
Open Competition, as prescribed by FAR 6.301-1 from ADS Environmental
Services, Inc., 7350 Opportunity Road, San Diego, CA 92111-1428. ADS,
as the original equipment manufacturer, has furnished substantive flow
monitoring equipment and software currently operating at the
International Wastewater Treatment Plant (IWTP), and is therefore,
considered the only source that can provide the compatible equipment
for the requirement. The requirement is for a firm fixed-price contract
for: Two (2) ADS Model 5600 flow recorders, one (1) with depth,
velocity and analog board and one (1) with analog card and processor
board; One (1) quad- redundant ultrasonic depth sensor with One (1)
digital doppler velocity sensor; and Forty (40) feet of cable for the
previous sensors (two). The second ADS Model 5600 flow recorder with
analog card andprocessor board shall be tied-in to a 4-20 mA signal
wire from the International Wastewater Treatment Plant (IWTP) and
programmed, calibrated, tested, provided one month of data analysis and
a report of flow data provided. All equipment shall be delivered to the
USIBWC San Diego Projects Office, 2225 Dairy Mart road, San Ysidro, CA
902173-2840. The Contractor shall install one flow recorder in a
location designated by the Government. The delivery period is 30
calendar days after Notice to Proceed for the first flow recorder and
336 days for the installed, tested, and reported for the second flow
recorder. All equipment must be compatible with existing ADS-patented
software. No solicitation document is available RFQ H-39-98 is assigned
for tracking purposes only. Assertion of capability to provide
compatible equipment must be submitted in writing to Colleen Elliott at
the USIBWC (915)832-4192 by 1:00 p.m. local time on September 29, 1998.
Information submitted must clearly demonstrate both company and
alternate product capabilities. Responses should include business name,

requirement is a 100% set-aside for small business concerns. The
applicable small business size standard, including affiliates, is no
more than 500 employees for standard industry classification 3829.
