Bidders are expected to inspect the material offered for sale to satisfy themselves as to merchandise quality and all general and local conditions that may effect their offer. In no event will the failure to inspect the merchandise constitute grounds for a claim after award of a contract resulting from the solicitation. Culling from lot will not be allowed.
