(DOE) is requesting proposals from organizations that are able to
provide the following services in the Republic of Kazakhstan: (1)
Transportation Services for spent nuclear fuel shipping casks; (2)
Support Equipment for operations related to the transportation of the
casks; and (3) Technical Services. Transportation services may include
personnel to perform planning and project management, cask operations,
maintenance, training, oversight, and logistical support. Support
Equipment may include consumable supplies, maintenance equipment,
non-cask specific support equipment, cask leak testing equipment,
radiation detection equipment, hardware systems, health physics
supplies, protective clothing and equipment, hand tools, and welding
equipment and related supplies. Technical Services may include other
services, as directed by DOE. The Contractor will participate in the
movement of the transportation casks via railcars on a secured train
for transport between Aktau and a rail-to-road transfer location,
either in Semey or Kurchatov. The casks will then be transferred by
road to Baikal-1, Kazakhstan. The contract will begin in 1999 and run
into mid-2003. The Contractor will interact with the cask vendor, DOE
personnel, DOE contractors, and the Kazakhstan government. This
acquisition is a set-aside for small business. The Standard Industrial
Code (SIC) is 4011. The applicable small business size standard is
1,500 or less number of employees. Prospective offerors should have
prior experience in the transportation of radioactive materials, both
domestically and internationally, and have knowledge of all applicable
laws and standards. The response to this solicitation must be in
accordance with the request for proposals (RFP) which will be issued
and found at http://www.oak.doe.gov on or about October 9, 1998. The
solicitation will be issued electronically in accordance with FAR 4.501
and 5.102 (a) (7), therefore hard copies of the solicitation will not
be provided. Prospective offerors who do not have electronic capability
to download the solicitation may submit a written request to the U.S.
Department of Energy, 1301 Clay St., Room 700-N, Oakland, CA 94612,
ATTN: Sandra R. Silva for a diskette copy of the solicitation. The
requester must submit a self-addressed stamped envelope and an MS-DOS
formatted high density 3-1/2" virus-free diskette. Prospective offerors
who fail to submit an appropriate diskette or self-addressed stamped
envelope will not receive the solicitation. This solicitation and any
amendments will be issued electronically. Therefore a complete bidders
mailing list will not be available. A pre-proposal conference is not
contemplated. Prospective offerors may submit questions for
