On January 12, 1989, GSA awarded a 10-year Washington Interagency Telecommunications System (WITS) contract to Bell Atlantic, Washington, DC, Inc. to provide local telecommunications services in the National Capital Area. Although the follow-on contract, known as the WITS2001 contract, will be awarded using full and open competition, GSA intends to negotiate a sole source contract with Bell Atlantic for GSA and the WITS2001 contractor to access and use the Bell Atlantic floor space and power in the Bell Atlantic buildings where GSA-owned WITS network assets currently reside. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), Only one responsible source and no Other Supplies or Services will Satisfy Agency Requirements. All responses from responsible sources will be considered. In addition to the cost for space, power and access, the evaluation shall consider the impact of relocationto value of the Government-owned assets, direct cost of moving, disconnecting/reconnecting the assets to the WITS network, security and continuity of service. Vendors who are interested in providing space, power and access must indicate their interest by October 9, 1998. The resultant contract will be firm, fixed price.
