This is a combined Synopsis/Request for Quotation (RFQ) for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-41. This acquisition is a 100% small business set-aside. If inadequate response is received from small businesses, the solicitation will be issued as unrestricted without further notice. The SIC Code is 7812 the size is $21.5 million. Delivery shall be FOB destination to Andrews AFB, MD. Responses to this RFQ must be received by 28 September 98 no later than 12:00 P.M. Eastern Standard Time. Delivery and finance addresses will be provided upon award. Award is to be based on the following factors: (1) conformance to Specifications (2) Price. AWARD IS SUBJECT TO AVAILABILITY OF FUNDS FOR EACH FISCAL YEAR. The contractor shall conform to base regulation and directive pertaining security. The contractor is not allowed to deliver/perform on the following days: New Years Day, Martin Luther King's Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day, and Christmas Day. Hours of operation: Monday through Friday 0715- 1600 Hours. This is a one year purchase order (01 Oct 98 -30 Sep 99) with two option years (01 Oct 99 -- 30 Sep 00) and (01 Oct 00 -- 30 Sep 01). STATEMENT OF WORK: Services Non-personal Contractor to provide all tools, materials, transportation, labor, and test equipment necessary to provide a FULL SERVICE MAINTENANCE PLAN for the HQ USAF Conference Center audio/video equipment located on Andrews AFB. To ensure continued system operation, contractor will provide system protection as if covered by the original manufacturer's warranties. ATTACHMENT 1 -- Listed below are the minimum requirements to ensure full system maintenance protection in addition to the protection offered by an extended manufacturer's warranty. (1) On site service support -- All equipment is part of an on-line operational system and must be maintained in an operational status. All maintenance should be on site, but should an equipment item fail and require in shop maintenance, the contractor will be responsible to remove, transport, and re-install the item. When the item is removed from the installation, the item will be receipted to the contractor for liability. The contractor will provide status on the removed item on a weekly basis, to include estimated return to operation date, status for parts on order, and maintenance action report. Contractor is responsible for all parts and labor to repair any equipment breakdown. (2) Rapid response for on site service calls. Contractor will be required to respond to service calls within 8 business hours of notification from conference support personnel. (3) Alignments. Contractor will perform system alignments as required to ensure all systems operate at 100% of original manufacturer's specifications. This includes individual equipment alignments and system alignments after re-installation of a removed item. All alignments shall conform to Society of Motion Picture and Television Engineers (SMPTE) specifications. (4) Preventive Maintenance Inspections (PMI). Contractor will provide three(3) on site PMI visits over the contract period. Each PMI visit will be at 120 day intervals. PMI's will include the following: Visual inspection of all equipment and wiring for deterioration. Cleaning and lubrication of all equipment. Cleaning of all audio and video play/record heads and transports. Total system alignments to manufacturers' and SMPTE specifications. Replacement of parts that fail to meet specifications. Service of all equipment and rack cooling systems (excludes room air conditioning) (5) Unlimited telephone and training support to facilitate operations. (6) Technical support forupgrades and system compatability engineering support.
