United States Environmental Protection Agency's Office of Acquisition
Management (OAM) will issue a solicitation supporting the Office of
Enforcement and Compliance Assurance (OECA) to procure advisory and
assistance services for Superfund sites located throughout Region 8.
Region 8 encompasses the geographic boundaries of the states of
Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. The
contractor shall provide support services that include potentially
responsible party (PRP) searches, record collection activities,
analysis of PRP search information for evidence of liability,
development of waste-in and volumetric rankings, corporate research and
financial assessments, investigative research, title searches,
negotiation of cost recovery, litigation support, expert
witnesses/expert consultants, and alternate dispute resolution. It is
the Government's intent to award a cost-plus-fixed fee (CPFF),
level-of-effort contract with a five year period of performance. The
estimated maximumlevel of effort is 120,000 hours. Services shall be
performed and products shall be delivered in compliance with all
applicable federal environmental statutes, including but not limited to
the Comprehensive Environmental Response Compensation and Liability Act
(CERCLA), as amended by the Superfund Amendments and Reauthorization
Act of 1986 (SARA); Resource Conservation and Recovery Act (RCRA);
Clean Water Act; Clean Air Act; Safe Drinking Water Act (SDWA); Oil
Pollution Act and Toxic Substances Control Act; and state, and local
laws, guidance and policies which may be adjusted to reflect those
applicable laws, regulations, guidance, and policies that become
effective after the effective date of this contract. Request for
Proposal PR-HQ-98-14057 will be released within approximately 30 days.
This procurement is designated as a Small Business Set Aside under SIC
code 8999. The purpose of the CBD announcement is to notify potential
offerors of EPA's requirement, generate the source list, and to direct
interested parties to the EPA's "Doing Business with EPA" Internet
World Wide Web site at http://www.epa.gov/oam for further information
on this procurement as it becomes available. The RFP, amendments and
other related items for this procurement will be posted on this Web
site and can be downloaded/viewed. Interested parties must forward
