M -- OPERATION & MAINTENANCE OF A GOCO HQ IOC intends to make sole source awards to Olin Corporation for Operation and Maintenance of Badger Army Ammunition Plant for FY1999 and FY2000 for the following: Settling ponds remediations actions, E&W Rocket Ditches remediation, PBG-IRM/MIRM Operations, cap and cover maintenance, groundwater monitoring, remove smokless powder from in and around production buildings friable asbestos removal from outside piping (phases 1V & V), ozone depleting chemical removal, equipment oil removal, pcb removal, removal of propellant from industrial sewers, removal of antifreeze from NC Beaters, MIIF, LIF (disposal), agricultural projects & support, forestry, fish & wildlife. These sole source awards will be made to the Olin Corporation under the authority of a class justification and approval pursuant to FAR 6.302-1. Olin Corporation is the only source which can satisfy the Army's requirements. As the operating contractor at Badger Army Ammunition Plant, Olin Corporation has developed a unique andcritical working relationship with the existing restoration contractor, as well as the State of Wisconsin Department of Natural Resources. Olin Corporation is currently operating an in-house laboratory at Badger Army Ammunition Plant, handling an extensive groundwater monitoring program under state and U.S. EPA Orders. Because of the complexity of the ongoing environmental remediation efforts and clean-up of production facilities at the plant, it is imperative to retain Olin Corporation as the operating contractor to perform the above mentioned projects, in order to avoid unacceptable delays and duplication of costs as well as unacceptable disruption to ongoing projects. After completion of the above projects, it is the intention of HQ IOC to excess the Badger Army Ammunition PLant Facility. HQ IOC intends to use full and open competition for the excessing actions.
