SYNOPSIS/SOLICITATION FOR ENVIRONMENTAL STATISTICS METHODS AND SOFTWARE
SEMINAR SERIES. The Environmental Protection Agency (EPA) plans to
procure the subject teaching and statistical services in accordance
with the Simplified Acquisition Procedures (under $100,000)authorized
in FAR Part 13. This announcement constitutes a combined
synopsis/solicitation, and a separate solicitation will not be issued.
To obtain a copy of the statement of work contact Joanne Shea,
206-553-0310. The solicitation includes all applicable provisions and
clauses in effect through FAR FAC 97-05. The Standard Industrial
Classification Code is 8999. This requirement is set-aside for small
businesses. SIC 8999 dictates Small Businesses earning $5M per year or
less. BACKGROUND: The EPA has determined that S-Plus and
EnvironmentalStat for S-Plus will be the standard statistical software
starting in Region 10 in the fall of 1998. Consequently, training on
this software and statistical training and its application to
environmental data will be needed by EPA personnel. It is anticipated
that three levels of statistic courses will be required: basic,
intermediate and advanced. REQUIREMENTS:The contractor will conduct a
needs assessment with Region 10 personnel (not more than 60 staff
members). From this asessment the contractor will design and develop
the three courses, which shall include the software training as a
portion of the courses. The contractor shall provide S-Plus and
EnvironmentalStats for S-Plus manuals. The contractor shall acquire a
computer training facility for all courses located within walking
distance of the EPA Regional Office, Seattle, WA. The contractor shall
prepare announcement of the classes and distribute to attendees. The
contractor shall conduct a one day post-training assessment meeting
with course participants and help identify future training activities.
The results of this meeting shall be reported in written format and
provided to the EPA no later than 60 days after completion of training.
PROVISION AND CLAUSES: The solicitation incorporates the EPA
REPRESENTATIONS, CERTIFICATIONS AND OTHER STATEMENTS OF OFFERORS OR
QUOTERS (SIMPLIFIED ACQUISITIONS). The award document will incorporate
the requirements of the clause FAR 52.213-4, TERMS AND CONDITIONS
(SIMPLIFIED ACQUISITIONS.) TECHNICAL EVALUATION CRITERIA: The technical
portion of quotations will receive paramount consideration in selecting
a vendor. However, price will also be a significant factor in the event
that two or more vendors are determined to be essentially equal
following the evaluation of technical factors. In any event, the
Government reserves the right to make award to the vendor whose offer
provides the greatest overall value to the Government. Offers will be
evaluated based on the following: previous experience teaching S-Plus
and EnvironmentalStats for S-Plus (30%), previous environmental
statistics consulting experience (30%), statistics educational
background (30%), published materials related to this field (10%).
OFFERS: Offers must be submitted on an SF-18 that is signed by an
authorized representative of the offeror and includes a completed
"Schedule of Offered Supplies/Services". The SF-18 will be attached to
the requested Statement of Work. The offer price must include all
materials, labor hours, travel costs and total contract cost. The type
of contract is anticipated to be a time and materials contract with a
not-to-exceed total amount. Offers must be accompanied by materials
demonstrating that the offer and offeror meet the foregoing
requirements and evaluation criteria. Offers and related materials must
be received in this office by 4:00pm PST on October 12, 1998. Faxed
