Webb, 770-488-9512 The Internal Revenue Service (IRS) intends to award
a sole source contract with the City of Covington, 638 Madison Madison
Avenue, Covington, KY. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is TIRSE-99-Q-00003 is being issued as a request
for proposal, will be satisfied by entering into an unrestricted
commercial item (CI) procurement using Simplified Aquisition Procedures
(SAP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular No.
97-06. The Standard Industrial Classification Code is 7381 with a Small
Busines Size Standard of $9.0 million. The IRS will require 100 parking
spaces at 3rd and Madison Ave., for a rental period of one year and 275
parking spaces for the period from January 1, 1999 through May 31,
1999. The parking spaces shall be a standard size to accommodate medium
and large size automobiles, passenger vans, and small pick-up trucks.
Parking area must have adequate lighting for night parking. Two
exits/entrances to the parking facility shall be available for easy
access. CLAUSES AND PROVISIONS -- 52.212-1, Instructions to

(a) The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer, confirming to the
solicitation, will be most advantageous to the Government, price, and
