58 -- COMMUNICATION, DETECTION, AND COHERENT RADIATION EQUIPMENT -- POTENTIAL SOURCES SOUGHT SOL N00039-98-R-4007 (Q) DUE 100698 POC Gwen Valdivia, Contract Specialist (619)524-7202 WEB: DRAFT Equipment Specification is posted on SPAWAR Home, http://www.spawar.navy.mil. E-MAIL: E-mail address of the assigned Contract Specialist, valdivig@spawar.navy.mil or kiblerp@spawar.navy.mil. Description: The Space and Naval Warfare Systems Command is seeking sources capable of supplying commercial off-the shelf, non-developmental Radio Frequency (RF) Amplifiers for Ship's Construction, New (SCN) platforms. The RF Amplifiers will be used to provide increased power throughput to a Federated Radio System which consists of the RT-1747C/ARC-210 Receiver/Transmitter Unit and the OA-9277 RF UHF Multi coupler. The RF Amplifier will be capable of operating in the 30 -- 400 Mhz Frequency Range and will come in both a 100 watt and a 200 watt Configuration. The RF Amplifier shall be interoperable with the RT-1747C/ARC-210 and OA-9277 Multi Coupler in the 30 -- 400 MHz Range in both the 100 and 200 watt configurations. The system must be easily maintainable and have low life cycle costs. The RF Amplifier power requirements shall be compatible with existing shipboard and shore applications. The RF Amplifier will provide remote BITE and Equipment Status indications. The RF Amplifier shall meet the following performance requirements: (1) Need two separate products: 100W Line of Sight and 200W SATCOM amplifier based on common components with similar chassis construction, (2) RF Power Output rated at no less than +20dbw (=/- 1dbw) in the 100 watt configuration and +23dbw (+/- 1dbw) in the 200 watt configuration. (3) The Amplifier will operate over a frequency range of 30 -- 400 Mhz in Line of Sight (LOS) and SATCOM modes. (4) The 100 and 200 watt PA will be limited in form factor to allow 12 channels of amplification to fit into a single standard 19 inch Navy shipboard rack. (5) Amplifier must be capable of being controlled in 2 DBM steps when mated with the RT-147C/ARC-210 radio set. (6) Amplifier must provide Unity Gain when provided with ARC-210 radio input signal. (7) Amplifier Transmit/Receive turn around time shall not exceed 160 microseconds. (8) Amplifier in SATCOM mode must be capable of Half-Duplex mode operation and adjustable in 2 dB steps with power control provided by ARC-210. (9) Conforms to MIL STD 901D Grade A and MIL STD 167 Shock and Vibration specifications. Using Cost as an Independent Variable (CAIV) techniques the projected cost to the government of the 100 Watt LOS amplifier should be approximately 15K per unit and the 200 Watt SATCOM amplifier should be approximately 20K per unit. Anticipated Delivery Schedule: April Deliveries: 4 LOS and 4 SATCOM; May 15 Delivery: 16 LOS and 6 SATCOM; June 15 Delivery: 16 LOS and 6 SATCOM; August 1 Delivery: 21 LOS and 6 SATCOM required; September 1 Delivery: 22 LOS and 2 SATCOM; October 1 Delivery: 22 LOS; and November 1 Delivery: 22 LOS amplifiers. Desired Equipment Function/Waveform UHF SATCOM/LOS/HAVE QUICK II-VHF LOS/Single Channel Ground and Airborne Radio System (SINCGARS)-AM/FM/FSK/PSK/HDR. Prospective vendors are invited to view the DRAFT Equipment Specification posted on the following Web Site: hhtp://www.spawar.navy.mil, click Business Opportunities, click Future Opportunities, click Show All, click PMW 176 View, click RF Amplifiers forSCN Platforms. It is required that prospective vendors respond citing their ability to comply with the Equipment Specification and the Delivery Schedule via e-mail to valdivig@spawar.navy.mil before October 6, 1998. Prospective vendors are to state whether or not they meet the Small Business Size Standard of SIC Code 3663 with no more than 750 employees. Posted 09/24/98 (W-SN254002). (0267)
