solicitation/synopsis for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This notice constitutes the only
solicitation and a written solicitation will not be issued. This
Request for Proposals (RFP) is submitted in accordance with the
provisions and clauses in effect through the Federal Acquisition
Circular 97-06. The Standard Industrial Classification (SIC) is 5045.
Clauses and Provisions in effect for this solicitation are 52.212-1,
Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-
Commercial Items; 52.212-3, Offeror Representation and Certification,
Commercial Items; 52.212-4, Terms and Conditions-Commercial Items and
52.212-5, Contract Terms and Conditions required to Implement Statutes
or Executive Orders-Commercial Items. This action is a 100% small
business set -- aside and small business size standard is 500. Offers
shall provide a price proposal for the following items: Item (1): Fiber
Channel Storage Area Network, 4-seat solution consisting of a minimum
of 1-each, 8-bay enclosure containing 8 each seagate 18-GIG 7200 RPM
disk drives and interfaced into 3 each avid systems and including
1-each interface for an NT based system. To include all parts and
materials for installation. Item (2): Fiber Channel Storage Area
Network, 3-seat solution consisting of a minimum of 1-each, 8-bay
enclosure containing 8 each seagate 18-GIG fiber channel hard drives
and interfaced into 2 each avid systems and including 1-each interface
for an NT based system. To include all parts and materials for
installation. Item (3): 250 GOG AIT Back-up tape library (1 each)
advanced intelligent tape library system. Shall include 1 each 25-GIG
AIT ULTRA SCSI WIDE DRIVE, 10-EA AIT TAPE CARTRIDGES, restrospect
back-up and driver software. Quantity requested is three (3). Delivery
of Item (3) is as follows: (1) unit to VA Medical Center, St. Louis,
Bldg. 48, Attn: Don Sanders, #1 Jefferson BarracksDrive, St. Louis, MO.
63125; (1) unit to VA Medical Center, Salt Lake City, 500 Foothill
Blvd, Attn: Dan Mayew, Salt Lake City, Utah 84148 and (1) unit to VA
Medical Center, Washington, Attn: Ed Negron, Room 1J137, 50 Irving
Street, NW, Washington, D.C. 20422. Deliveries for Item (1) (4-seat) is
to: VA Medical Center, Salt Lake City, Attn: Dan Mayew, 500 Foothill
Blvd, Salt Lake City, Utah 84148 and Item (2) (3-seat) shall be
delivered to VA Medical Center, Washington, Attn: Ed Negron, Room
1J137, 50 Irving Street, NW, Washington, D.C. 20422. Proposals shall
include (1) year immediate replacement warranty, delivery charges, and
all installation costs. The contractor shall design, deliver, install
and test the Fiber Channel Networks. The contractor shall furnish all
equipment, software, and materials needed to connect the required AVID
editing systems, Windows NT and Macintosh based graphic support
platforms and massive storage unit into a network which can recognize,
communicate and transfer data to the workstations and storage system
within the network. In St. Louis, MO, the contractor will use the
existing fiber cable to connect workstations to the network. Contractor
to provide Fiber interfaces with appropriate patch cable to the ST
connectors in the existing wall plates. ST patch cords to patch the
optic circuit to the equipment room and any other appropriate media
interface adapters to the concentrator and other devices as necessary.
In St. Louis and Salt Lake City, contractor will connect (3 each) Avid
Systems. (1) each NT Graphic System, Central Storage System and Tape
back-up system into the network. In Salt Lake City, the complete fiber
cable requirements will be provided by the contractor and installed
enclosing the fiber cable in conduit or enclosure which will conform to
local requirements stated by the local facility. The fiber cable will
be tested using EIA/TIA standard specs. In Washington, D.C., the
contractor will connect (2 ea) Avid Systems, (1) ea. NT Graphic System,
Central storage and tape back-up system into the network. The
contractor will provide the fiber cable and all required interfaces and
fiber enclosures required to meet the local requirements. The
evaluation factors for this procurement are as follows:(1) Show
documentation of avail. network equipment capable of interfacing NT
based, Macintosh and Avid workstations in a single fiber-network; (2)
Ability to show evidence of similar turn-key network installations with
customer contact info. (3) Provide evidence of capability to deliver,
install and provide technical support and site warranty repair.(4)
Capability to stripe the database across all disks in the Array,
allowing data integrity. (5) Capability of the Network allowing users
to work from any work station on network without having to move a
dongle; (6) Ability to provide single channel communication across the
fiber channel network without the need for an additional Ethernet
connection; (7) Ability to provide installation and services to all (3)
sites by a single vendor and (8)Show evidence of company financial
