Notice of proposed sole source procurement; requesting expressions of
interest and qualifications from other possible sources. The U.S. Fish
and Wildlife service intends to award a contract for the performance
of Migratory Bird disturbance study at Tishomingo National Wildlife
Refuge, Oklahoma, to Southeast Missouri State University. The study
shall consist of: Documenting the effects of disturbances on migratory
water birds and provide baseline data. Migrating water birds use of
refuge land, including time, numbers and species composition during
autumn and spring migrations. Determine sources of disturbance and
their relative importance. Determine species occurrence during summer
months on area of the refuge which are available to public use. The
existing professional staff at Southeast Missouri State University have
domonstrated their unique knowledge, experience and capability in
performing this project. Any and all organizations interested for
possible consideration prior to award must submit a statement of
qualifications with supporting documentation, vitaes of existing
professional staff, experience in this particular type of study and
