Pizarro The United States Agency for International Development (USAID) Mission to El Salvador is seeking proposals from qualified US organizations established in El Salvador or that have the capability to affiliate with a Salvadoran entity to begin the creation of the Labor History Database for the Government of El Salvador's Public Sector Day Laborers, based on documentary information stored at the National Institute of Public Pensions (INPEP), in order to integrate it into the Unified Labor History Database for Public and Private workers of El Salvador. The Public Sector Day Laborers database covers the period from 1989 to 1997. It is estimated that this activity involves processing of about 250,000 files which represent approximately six million registry-entries. Given that the majority of this effort consists of labor costs for document classification, data input, and coordination with the Superintendency of Pensions of El Salvador, it is considered that only US firms already established in El Salvador or those that can demonstrate the ability to affiliate with a Salvadoran company, may have a reasonable chance to compete for this effort. Therefore, USAID/El Salvador intends to compete this activity only with those US companies established in El Salvador or capable to affiliate with a Salvadoran entity, unless US based firms can demonstrate that they can perform the required services on a competitive basis, price included.
