Pochy, 505-679-3305 The Radar Target Scatter (RATSCAT) Division, a
facility at the 46th Test Group, Holloman AFB, New Mexico, intends to
compete the Operation and Maintenance (O&M) contract for the RATSCAT
Division. RATSCAT is the premier DoD outdoor, ground-plane Radar Cross
Section (RCS) measurement range. The RATSCAT Division consists of two
separate facilities, Mainsite, and the RATSCAT Advanced Measurements
System (RAMS) facility, located approximately 30 miles north west of
Mainsite. Both facilities are physically located on White Sands Missile
Range. To facilitate the acquisition strategy for this procurement,
your company is invited to participate in a program office/industry
team effort. One-on-one meetings with interested companies will be
scheduled during the week of 13 Oct 98. These meetings will be limited
to three hours and will take place at Holloman AFB NM, time and place
to be specified at the time of the individual request. Topics to be
discussed at these meetings include the requirement, associated risks,
contracting strategies, line item structure, source selection
criteria, organizational conflict of interest, financial arrangements
and schedule. Marketing presentations are highly discouraged. The
results of the meeting will affect significant aspects of the
acquisition strategy and the resultant solicitation/contract. Due to
schedule constraints, it is unlikely that significant revisions to the
acquisition strategy or solicitation document will be considered after
these meetings. Prospective offerors should make every effort to
participate. We request representation only from potential prime
contractors, and it is limited to three individuals per firm.
Representatives must be authorized to speak authoritatively for their
company concerning all the issues mentioned above. Requests for a date

by 7 October 1998. We plan to issue a Draft Request for Proposal
(DRFP)on or about 28 December, 1998, and a Request for Proposal (RFP)
on or about 28 April, 1999. After issuance of the draft RFP, a
presolicitation conference/site visit at Holloman AFB is planned about
6 January 1999. All information concerning the presolicitation
conference will be in the draft RFP. The RATSCAT facility provides test
and evaluation capability for DoD, other Government agencies and
commercial entities. Operations include management and administration,
performance of test operations, facility operations, engineering
services, RCS scale model design and fabrication, safety support,
environmental compliance, security administration, logistics support,
training and technical support. Maintenance includes preventive and
corrective maintenance of real property and real property installed
equipment, ADPE, heavy equipment and vehicles. The overall contract
type will be Cost Plus Award Fee (CPAF) with a basic three-year
contract and five one-year options. For the option years, a separate
line item will be included for RAMS only operations. Foreign
participation is excluded. The SIC Code is 8744 with a small business
size standard of $5M average annual gross receipts. Full and open
competition is anticipated; however, the Government reserves the right
to make this acquisition a small business set-aside or an 8(a)
set-aside based upon responses to this notice. Requests for draft RFP

AFDTC Commander to hear offeror's or potential offeror's confidential
concerns, if any, regarding this acquisition. The ombudsman's purpose
is not to replace the technical staff or contracting officer but to
serve as an honest broker and communicate any contractor concerns,
issues, and disagreements to the appropriate Government personnel. The
ombudsman does not participate in the evaluation of proposals or in
the source selection process. The ombudsman should only be contacted
with issues or problems that have been previously brought to the
attention of the Contracting Officer and could not be satisfactorily
