Community Empowerment Fund (CEF) Pilot Program Manager -- The purpose of this procurement is to retain a Contractor who will oversee all aspects of the implementation and initial operation of the CEF Trust. The Trust will pool loans made using Section 108 funds. The Economic Development Initiatives (EDI) money will be available to communities to fund reserves related to loans placed in the Trust. Certificates representing a 100 percent beneficial interest in the Trust are held by participating communities, with no expectation that the certificates would be sold to private investors. Nevertheless, the underwriting and servicing practices established will serve as a model for securities backed by CEF loans which in the future may be sold to private investors without a federal guarantee. The solicitation will be available on or about October 12, 1998.
