The U.S. Special Operations Command, Technology Applications Contracting Office, intends to acquire fifteen each BL-10300-151 Rescue Hoists from Breeze-Eastern of Union, New Jersey on an Other Than Full and Open Competitive basis. This contract action shall be executed in accordance with the procedures outlined at FAR Part 12, "Acquisition of Commercial Items." We anticipate award of a firm fixed priced contract. The inspection and acceptance point will be origin. The intended FOB Point is Destination -- Lexington Kentucky. Pack/Packaging shall be in accordance with standard commercial practice. This contract action is unrestricted. The SIC Code applicable to this contract action is 3728 the size standard is 1,000 employees. These hoist are currently installed on the MH-47E, MH-60K, and MH-60L Special Operations Aircraft. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. We have determined that it is necessary to purchase additional Breeze-Eastern hoists so as to maintain system commonality and to minimize logistics support cost. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 15 days after date of publication of this synopsis. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
