This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Request for Quotation (RFQ) are being requested and a written solicitation will not be issued. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 63. This procurement is set-aside for small businesses and the SIC Code is 8734 and the small business size standard is $5.0 million. Services are required to provide material and labor to produce mutant C1 inhibitor proteins. These mutants are to be created by site-directed mutagenesis using C1 inhibitor cDNA. The mutant proteins are to be expressed in an appropriate cell type (e.g., Baculovirus), and mutant proteins are to be harvested in the culture supernate. The mutant will be shipped to the VAMC. Services are to be performed for a period of one (1) year, Date of Award through September 30, 1999. Contractor shall communicate with the Contracting Officer's Technical Representative (COTR) by telephone, facsimile or letter at intervals of no less than 120 days in regard to progress, availability of C1 inhibitors and shipping dates. Pricing should be the cost per month and the total cost for 12 months.
