for the establishment and operation of DOD Modeling and Simulation
Information Analysis Center (MSIAC) to be awarded for a three (3) year
base period with options to extend for an additional four (4) year and
three (3) year option period. Contractor shall be responsible for the
collection, review, analysis, appraisal, and summary of the MSIAC
information and data within the scope of the MSIAC. Primary users are
scientists, engineers, and technicians engaged in scientific and
engineering programs for DOD. Other users include other U.S. Government
Agencies and their contractors and the Private Sector consistent with
security and other limitations on the Center's information. The MSIAC
shall concern itself with areas of Modeling and Simulation technology
that are applicable to DOD needs. These areas include but are not
limited to: all classes of models and simulations; the interface of
real-world systems (e.g., command and control systems, intelligence
systems, weapon systems on instrumented ranges, weapon system
components, sensors) with models or simulations; standards
specifications, evaluation techniques and criteria for models and
simulations; system descriptions, interfaces, data communication
methods; and the data elements and data interchange standards used in
M&S; and application of models, simulations and related analytical
techniques to the evaluation of operational effectiveness of forces,
systems, subsystems, doctrines, tactics and plans in support of
training, analysis and acquisition activities. Technical areas of
interest also included are M&S interoperability, reuse, capabilities
and cost-effectiveness, particularly as fostered by the common
technical framework and supporting common services as discussed in the
DOD and (draft) North Atlantic Treaty Organization (NATO) Master
Plans. Also included are cross-domain coordination, configuration
management, High Level Architecture (HLA) compliance testing, and
military exercise and demonstration coordination. The contractor must
have the capability to prepare authoritative technical reference works
including software, databases, handbooks, state-of -the-art reports,
critical reviews, technology assessments, research directories,
abstracts, and indexes. Sources must have the capability of a
full-service Information Analysis Center, with immediate access on a
part-time as needed basis to scientific and engineering expertise in
the range of subjects and disciplines within the Center's scope of work
and whose experts' primary assignments are research and development in
the required disciplines. Defense Supply Center Columbus (DSCC)
intends to release a draft Request for Proposal (RFP) under
solicitation number SPO700-98-R-1201 for the Modeling and Simulation
Information Analysis Center (MSIAC) in October 1998 and will plan to
release the final RFP in December 1998 with a closing date
approximately 30 days thereafter. This requirement will be satisfied
using full and open competition procedures. Offers in response to the
solicitation will be evaluated under Source Selection Procedures as
outlined in the Federal Acquisition Regulation (FAR). A ONE STEP
EVALUATED PROCUREMENT with use of ORAL PRESENTATIONS will be used to
streamline the acquisition process. It is anticipated that CONTRACT
AWARD WILL BE MADE WITHOUT DISCUSSIONS. Contract award decisions will
be made after impartial evaluation of all factors. Contractors
