The National Science Foundation has a requirement for Quality Printing Services. These services are required on an as needed basis throughout the year. The services require the contractor to print high quality 2 to 8 color publications, posters, brochures and promotional materials. Printing and production of materials may involve such operations as color separations, disk conversions, full coverage inks and varnish, multiple screen overlays, tight registration, duotones and tritones, foil and/or color stamping, embossing, and die cutting. Paper stocks will have no less than 50 percent recovered materials, including 20 percent postconsumer materials for recycled coated and uncoated sheets. This standard shall be increased to 30 percent beginning on December 31, 1998. Print runs can range from 16 to 500 pages. The NSF intends to make several awards under a Blanket Order Agreement. The solicitation will be in accordance with Simplified Acquisitions Procedures for Commercial Items. The term of the Agreement will have a base year (12 months) plus an Optional Year for 12 months. Items to be furnished under the Agreement shall be ordered by the issuance of print orders by the Government after competitive pricing is obtained. It is preferred that interested contractors be located within 100 kilometer (62 mile) radius of the National Science Foundation, 4201 Wilson Blvd., Arlington, VA 22230. Any quoter intending to use production facilities outside this area will be required to furnish information, with the quotation, which will on its face, demonstrate the ability to meet the schedule requirements. The contractor must be able to make last minute adjustments and be able to do pick-up and deliveries from the NSF on very short notices during production. The small business size standard is based on a concern, including its affiliates, having not more than 500 employees. All services shall be performed at the contractor's facility.
