#301-981-1911. 17. This is a combined synopsis/Request for Quotation
(RFQ) for commercial items prepared in accordance with the format
specified in FAR Subpart 12.6, as suplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, offers are being requested and a written
solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-41. The Standard Industrial Classification Code
is 8748, $5 Million. This acquisition is a %100 small business
set-aside. Delivery shall be FOB Destination to Andrews AFB, MD.
Responses to this RFQ must be received no later than 6 Oct 98, 1pm,
EST. Delivery and finance address will be funished upon award. Award
will be made to the lowest responsible offeror. The following
provisions apply to this acquisition: FAR Part 52.212-1, instruction to
offerors commercial items; Far Part 52.212-2, evaluation of
offers/commercial items; FAR Part 52.212-3, offeror representations and
certifications-commercial items; FAR Part 52.212-4, contract terms and
conditions-commercial items . All potential contractors must be
registered on the Central Contractor Registration. The toll-free phone

be done immediately upon retrieval of this synopsis in order to be

Contractors shall submit a Duns Number, cage code, and business size
with quotation. The wage determination to be used will be, Wage
Determination NO: 94-2103 REV (17). The procurement herein is included
in or provided for in the financial plan for Fiscal Year 1999. No
obligations may be incurred until Fiscal Year 1999 funds have been
certified. All other applicable clauses will be incorporated into the
purchase order. All inquiries and concerns must be addressed in

#301-981-1911. No collect calls will be accepted. PERFORMANCE WORK
STATEMENT: Contractor to furnish all parts, labor, tools, equipment,
material, personnel, and transportation necessary to complete the
following job: Contractor must be certified and authorized to provide
the basic course of instruction on the Reid Technique of Interviews and
Interrogation Training . Provide all instructors and presentation
materials (slides, video tapes, lecture notes, handouts, etc) to
conduct the course which will last approximately 18 hours over a
consecutive three day period. Provide each student with a personal copy
(to keep) of "The Reid Technique of Interviewing and Interrogation"
booklet for the purpose of note taking. Day (1) training will begin at
approximately 7:30am EST and last until approximately 4:30pm EST, with
brief 10-15 minute breaks as necessary and a minimum one hour lunch
break, to maintain student and instructor comfort. Day (2) training
will also begin at approximately 7:30am EST and last until
approximately 4:30pm EST, with brief 10-15 minute breaks as necessary
and a minimum one hour lunch break, to maintain student and instructor
comfort. Day (3) training will begin at approximately 7:30am EST and
last until approximately 9:30am EST. All travel, lodging, meals, and
incidental expenses and arrangements are the responsibility of the
contractor. USAFSIA will provide the students, which meet course
prerequisites, a suitable classroom, and any audio-visual equipment to
include: overhead projectors, slide projectors, television, and video
display systems necessary to present the training materials. USAFSIA
will also provide access to a copy machine, fax machine, and telephone
for use by instructor personnel as they relate to the classroom
training. The Course Manager will coordinate the use of this equipment
and will also coordinate any changes or modifications to the class
schedule far enough in advance to avoid any undue hardship to the
instructors. The Course Manager will also arrange access for the
instructors to and from Andrews AFB. PERFORMANCE PERIOD: Training is to
be conducted on the following dates: 19 -- 21 Oct 98, 22 -- 24 Feb 99,
