SUPPORT EQUIPMENT (GSE) REPLACEMENT, REQUEST FOR INFORMATION (RFI).
THIS IS A REQUEST FOR INFORMATION ONLY. The U.S. Air Force is
contemplating replacing the GSE used to test and download the magnetic
tape-equipped FDR systems currently installed on Air Force C-130, C-5,
C-141, and E-3 aircraft. The purpose of this notice is to identify
commercially available GSE that can interface with the magnetic
tape-equipped Lockheed Aircraft Service Company (LAS) Model 209F
Digital Flight Data Recorder (DFDR) to provide increased
organizational-level support for the DFDR system. The general
requirements of the replacement GSE includes, but is not limited to:
(1) The GSE must be able to monitor real-time ARINC 573 data bus input
to, and output from, the LAS Model 209F DFDR. Capability and
performance must meet or exceed the capabilities of the LAS Model 320
Flight Line Test Set. (2) The GSE must be able to download all 25 hours
of data from the LAS Model 209F DFDR. Capability and performance must
meet or exceed the capabilities of the LAS Model 235 High Speed Copier.
The downloaded data may be copied to magnetic tape in a format that is
compatible with the EMR-8385 Display Station, or the data may be
copied to a medium other than magnetic tape, provided that the GSE has
a data analysis capability that meets or exceeds the capabilities of
the EMR-8385 Display Station. (3) All GSE must meet or exceed industry
standards for reliability. (4) All GSE must be supportable for a
minimum of 10 years. Growth potential to support a future solid-state
DFDR is preferred. (5) The GSE must be capable of operating from any
power sources: internal, self-contained, removable DC power sources;
external DC power sources; or external AC power sources. The unit must
have an internal power conditioner, or equivalent, to interruption
will not cause damage to the hardware or software. The internal DC
power source must be capable of operating for eight hours continuously,
with a twenty percent (20%) transient ( this represent a 20% operating
duty cycle, with the test set in an idle or standby mode for reduced
power consumption during the remaining 80% of the 8-hours duty cycle).
This is not a pre-solicitation notice that constitutes an Invitation
for Bid or a Request for Proposal, and is not to be construed as a
commitment by the Government. The Government will not reimburse
contractors for any costs incurred in responding to this notice, or in
subsequent exchanges of information. Organizations having the required
expertise and capabilities are invited to submit information discussing
such capabilities in a technical capability outline. Comments do not
constitute a proposal, but will be considered as an open exchange of
capabilities and ideas. Respondents will not be notified of the results
of the source data received, nor will a source list be provided. The
response date for this request is 12 October 1998. Responses may be
