commercial items prepared in accordance with the format in Federal
Acquisition Regulations document (FAR) subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation: proposals are being requested and
A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number
6TSA-98-DJH-0227 is being issued as a request for quotations (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-06. This
acquisition is to provide a Capability Maturity Model (CMM) for the US
Army Logistics Support Center (LSSC). The contractor will be required
to establish an LSSC CMM base line and provide associated support in
upgrading to CMM Level 2. This includes a short term effort of base
lining the current capabilities and development and improvement action
plans for all level 2 areas, particularly Project Management and
documentation. Outside monitoring and guidance would be required for
the longer term. Initial assessment for the CMM requirement is planned
for late October with full assessment in the February/March 1999 time
frame. Phases are as follows: a. Town Hall meeting to LSSC workforce
(1 hour), educate and involve the LSSC workforce in a Town Hall session
on the importance of CMM to the Commodity Command Standard System
(CCSS). CCSS is the integrated wholesale business system for automated
Asset Management, logistics, procurement, maintenance, security
assistance and financial business processes of the U.S. Army Materiel
Command (AMC); b. Familiarization visit to Bellcore (1-2 days),
schedule an on-site team visit to SAIC/Bellcore to view their CMM
standards and structure, establish an LSSC task force to create,
identify and draft the necessary structure, documentation and CMM
environment; c. Town Hall meeting to LSSC workforce (1 hour); d.
Determine initial base line (3-4 days); e. Develop follow-on guidance
(2-3 days of effort); f. Town Hall meeting to LSSC workforce (2 hours);
g. Conduct full assessment (5-7 days training on CMM, methodology and
planning, plus a 7-day assessment period. Contractor must have
knowledge of Command Commodity Standard System. FOB St. Louis, MO. No
partial quotes will be considered. No substitutions will be allowed.
Please acknowledge all requirements on quotations. Please provide
pricing based on travel for the number of days specified above and for
the assessment and training/meetings. This procurement is set aside
for small business in accordance with FAR part 13.105(a). Please
indicate FOB destination on quote. The provision at FAR 52.212-1,
Instructions to Offerors, applies to this acquisition. Evaluation is
based on best value including cost and ability to meet service
requirements. Offerors shall include a completed copy of the provision
at FAR 52.212-3, Offeror Representations and Certifications-Commercial
Items, with its offer. The clause at FAR 52.212-4, Contract terms and
Conditions-Commercial Items, applies to this acquisition. In addition
to the guidance contained in FAR 52.212-4, contractors shall submit
proof of delivery with their invoices. Proof of delivery may be in the
form of a bill of lading or other shipping document signed by the
receiving office. Invoices received without proof of delivery will not
be accepted. The clause at FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition. Offers are due by close of business
