The U.S. Air Force in Europe is contemplating issuing a draft solicitation package for industry review and market research. The solicitation package specifies provisions for USAFE Northern Base Communications Contract (UNBCC) Operations & Maintenance (O&M). The places of performance are sites throughout Germany and the UK. Generally speaking, the UNBCC requirement consists of telephone switchboard operations, telephone system maintenance, and antenna maintenance as the primary functions. The O&M effort will require the contractor to perform both scheduled and unscheduled maintenance of equipment, and have the ability to deploy mobile maintenance teams. The security requirement for the offeror awarded the contract is U.S. Secret. A 3-month phase-in period is projected beginning 01 Jul 99, with basic contract performance beginning 01 Oct 99. The acquisition is anticipated to use negotiated request for proposal procedures as specified in part 15 of the Federal Acquisition Regulation. It is estimated that the formal Request for Proposal will be released Nov 98. A firm fixed price contract will be awarded to one responsible, responsive offeror who submits a proposal considered the most advantageous to the Government.
