The International Boundary and Water Commission has a requirement for a firm-fixed price requirements contract for security guard services. The Contractor shall be responsible for the safety and security of all International Boundary and Water Commission, United States Section, (USIBWC) construction sites located along the Rio Grande River from Anthony, New Mexico to El Paso, Texas. The Contractor shall furnish all labor, superintendence, and transportation necessary to ensure construction site security. The security guard shall be uniformed. Duties include performing a visual check of all construction equipment on site and monitoring the continual operation of the dewatering pumps and the small generating plant on site. In addition, the security guard shall refuel the dewatering pumps with gasoline provided by the Government approximately every two hours. The security guard shall possess at all time proper communications equipment to contact the immediate construction site supervisor in case of an emergency or in the event of mechanical problems with the dewatering pump or generator plant. The estimated performance is December 1, 1998 through September 30, 1999. In the event that all construction work is completed prior to September 30, 1999, the Contractor shall be notified in writing thirty (30) days prior to cancellation. The security guard service shall be required Sunday through Saturday and all Federal holidays. The guard services are estimated at 590 hours per month. Tentative dates for issuing and opening IFB 98-05 are 10/16/98 and 11/16/98 respectively.
