Contracting Officer, 256/876-5207 The U.S. Army Aviation and Missile
Command (AMCOM) anticipates a requirement for Conformance Inspection
Services of designated aircraft parts for all Army aircraft systems
(rotary and fixed-wing) and similar aircraft equipment for other
Government agencies and services in support of the Army's Flight Safety
Parts program. Conformance Inspections are to be performed on
production samples to determine compliance to the Spares Technical Data
Packages (TDPs) from which the parts were manufactured. Typical
inspection requirements include dimensional, material,
processes/finishes/coatings, and other inspections. Metallurgical
evaluations shall be performed where necessary. A report documenting
all activities and results shall be required for each inspection. The
contractor shall have the capability to perform conformance inspection
of aircraft components/assemblies at a rate of twenty (20) inspections
per month. The Government shall provide only the inspection parts as
Government Furnished Property (GFP), and the required Government
Furnished Data (GFD) (i.e. TDPs, Technical Direction Orders -- TDOs).
The Contractor is required to provide all resources (i.e. facilities,
equipment, instrumentation, resources, manpower, etc.) necessary to
perform all examinations, tests, and analyses of components. The
Contractor shall use industry standard measurement equipment and
instrumentation to perform the required conformance inspections.
Metallurgical analyses shall be performed using state-of-the-art
equipment capable of measuring characteristics/composition of the
selected inspection specimens. This anticipated Cost-Plus-Fixed-Fee
(level-of-effort) contract shall be solicited as a 100% Small Business
Set-Aside under applicable SIC code 8731 and associated size standard
of 1000 employees.. A single award shall be made as a result of this
solicitation. The period of performance for the resulting contract will
be from date of award through 12 months for the basic effort and will
include five options, one for the firstyear and one each for four
option years. Approximately 240 Conformance Inspections shall be
performed per year. The total period of performance of the contract, if
all options are exercised, shall not exceed five (5) years. ESTIMATED
date of Request for Proposals (RFP) DAAH23-98-R-R001 release is 19 Oct
1998. The RFP, when issued, will be available on the World Wide Web
(WWW), via the AMCOM Acquisition Center Contracting Information System.
IT IS THE OFFEROR'S RESPONSIBILITY TO PERIODICALLY CHECK THE WWW FOR
SOLICITATION RELEASE (AND AMENDMENTS IF APPLICABLE). No further notice
will be given. The Contracting Information System may be accessed
through the AMCOM Acquisition Center Home Page at the following WWW

Information System". Finally, select "Solicitations". IT IS THE
INTENTION TO FULLY UTILIZE THE WWW TOISSUE THE SOLICITATION AND
AMENDMENTS, AND OFFERORS ARE STRONGLY ENCOURAGED TO ACCESS THE WWW FOR
OBTAINING THE SOLICITATION, AND AMENDMENTS, WHEN ISSUED. A hardcopy of
the solicitation will also be placed in a reading room upon issuance to
the WWW. However, should this prove an untenable hardship, hard copies
of the RFP shall be provided on a case-by-case basis upon specific
written request but shall in no means be construed as a basis for
extension of the proposal receipt date. No telephone requests will be
honored, but requests may be submitted via e-mail to

responsible sources may submit an offer which shall be considered by
the Agency. A reading room, entitled Conformance Inspection Services,
will be available for this requirement. This facility is located in the
Redstone Scientific Information Center (RSIC), Bldg. 4484, third floor.

first-come, first-serve basis. Reading room hours are 0830-1130 or
1230-1530, Monday through Thursday, except Federal Holidays.
Appointments shall not exceed three hours and are limited to no more
than four people. U.S. citizens representing wholly owned U.S.
companies or U.S. entities may review unclassified information with
reproduction allowed. RSIC provides equipment and monitors for site
