103198 POC Tammie V. Crank, (703) 358-1728 The U.S. Fish and Wildlife
Service has a requirement for reliable national harvest estimates for
migratory birds other than waterfowl. Harvest estimates, estimates of
breeding populations, survial and harvest rates are needed to ensure
appropriate harvest management and sound stewardship of these
resources. Under the national Migratory Bird Harvest Information
Program, States are to provide a sample frame by collecting names and
addresses of all licensed migratory bird hunters. The responsibilities
of the States and the Service were detailed in the Final Rule
published in the Federal Register on October 21, 1994. The following
information is to be collected, name, address, birth date, which
migratory bird species he/she hunted during the previous year, and the
number of each of the species pluse bagged during the previous year.
Preliminary counts are to be provided by April 30, 1999 and a final
count by April 15, 2000. The North Carolina Wildlife Resources
Commission has exclusive authority to license persons and therefore is
the only organization capable of acquiring this data. See Numbered
