R -- ANSWERING SERVICES SOL N00259-98-Q-0333 DUE 092898 POC Purchasing Agent, WAYNE WATSON, (619)532-8103, Contracting Officer, Michael Nye, (619)532-8088 This is a combined synopsis/soliciation to provide telephone answering service for the Naval Medical Center,San Diego,Ca. for a period of one base year with three option years, beginning December 1st,1998. This solicitation includes basic service including 1000 calls per month, facsimile service of daily calls, pager dial outs and message service during after hours, seven days per week. This announcement constitutes the only solicitation, written solicitations will not be issued. This solicitation, number N00259-98-Q-0333 is issued for commercial items, prepared in accordance with Subpart 12.6 as supplemented with additional information included in this notice. As a request for quotation (RFQ) the soliciation document and incorporated provisions and clauses are those in effect through Fac 97-5. All provisions apply of whichever act becomes applicable Far Clause 52.232-18 (availability of funds) applies. Award will be based on past performance and cost to the government. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT Note 1: The use of "Commander" throughout this Statement of Work means: Commander, Naval Medical Center, San Diego, Ca. or designated representative. e.g. Technical Liaison or Department Head. Note 2: The term "contractor" means the name of the firm providing services Note: The term "Watchstander" means the military health care provider (physician) responsible for administrative duties and medical dispositions after regular duty hours. STATEMENT OF WORK. During the term of this contract, the contractor agrees to provide, on behalf of the government, telephone answering services for eligible beneficiaries enrolled in the San Diego area TRICARE Prime System. DUTY HOURS. The contractor will provide services 12 consecutive months commencing on the date specified by the Contracting Officer at NMCSD with no scheduled interruption in services. DUTIES. The contractor will provide English-speaking telephone answering services in an off-site location; using contractor provided facilities, equipment, and supplies. Anticipated workload will ultimately depend on the type and number of enrollees in the San Diego area Tricare Prime System and will vary on a day-to-day and season-to season basis. The anticipated call volume will be approximately 1,000 calls per month. NMCSD will be required to pay only for the number of beneficiary calls placed with the contractor. The contractor shall receive incoming calls from eligible beneficiaries and record the date and time of the call; the patient's name and Prime status; caller's relationship to the patient; sponsor's social security number with family member prefix; the name of the patient's primary care manager (PCM), primary care group (PCG), or specialty clinic; the chief complaint; the phone number the contractor called to access the provider; the phone number the health care provider should call to contact the patient; and the time that the provider returned the call to the contractor.(Sample log will be provided at contract award). After determining the name of the PCM or PCG or specialist, the contractor will page the watchstander for the appropriate PCG. The watchstander specifications will be used; however clinic hours or provider contacts may be changed at the discretion of Naval Medical Center San Diego. If the primary pager does not respond within 15 minutes, the contractor will page the secondary pager. If the secondary pager does not respond within 15 minutes, the contractor will call the Naval Medical Center San Diego Emergency Department at(619)532-8275 for disposition. The contractor will record the time of the initial call to the PCM and any required follow up call or pages. Each Tuesday, at 0800,the contractor will email a standard file containing information about each patient, as delineated in paragraph titled "DUTIES". The computer file should be PC compatible and compatible with Microsoft Office 95 Excel or Access program formats. Point of contact is LCDR Terry Priboth, MSC, USN at (619) 532-5879. An email address will be provided at contract award. The contractor must have a toll-free phone line for the use by the PCG's, PCM's, and other NMCSD staff members needing to contact the contractor. The number for this phone line shall be provided by the contractor prior to commencement of contract performance. Interested parties must provide 2 (two) references in order to be considered responsive. This will be a non-personal service contract. The Government may evaluate the quality of administrative services for purposes of contract inspection and acceptance. The Government retains no direct control over the service rendered. The Contractor shall be solely responsible for any and all liability caused by the acts or omissions of its agents or employees. The contractor shall not in any manner represent or infer that it is an instrumentality or agent of the United States Government. The Contractor shall recognize that the Commander of NMCSD maintains administrative and operational responsibility for all activities within the Command and may take such actions as necessary to preserve and maintain the integrity of the Command, subject to the limitations prescribed by law and U.S. Navy Regulations. RESPONSIBILITY FOR EQUIPMENT The Contractor is responsible for providing all supplies and materialsin the performance of this purchase order. NMCSD shall be responsible for all telephone services and equipment involving the Government; and all facsimile equipment used for receiving reports from the contractor. Posted 09/28/98 (I-SN255248).
