solicitation/synopsis for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number 98Q096 is issued
as a Request for Quotations (RFQ). All references of "offerors" are
understood to be "quotations". The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-03. This action is a 100% small business
set-aside. The SIC code is 7381, and the small business size standard
is $9M. The U.S. Secret Service has a requirement for a questioned
document examiner. This is a fixed labor hour rate action. Service will
begin on or about 10/01/98 through 9/30/99 on an as needed basis.
Services shall include: 1) Questioned Document analysis using Secret
Service established protocol, as set forth in theQuestioned Document
Branch Manual (to be provided to the successful contractor),; 2)
Comparison and identification of handwriting in a timely manner. The
term "timely" is based on the work product of existing examiners and
varies based on the individual complexity of the examination at hand,
A general rule dictates that each assignment shall be completed within
three hours. The workstation, along with all necessary supplies and
equipment will be provided by the U.S. Secret Service. The contractor
will be utilized on an "as needed" basis to supplement the existing
staff efforts in handling heavy workloads. Work hours will be scheduled
between the hours of 6:00 am and 6:00 p.m., Monday through Friday.
Location will be the U.S. Secret Service, 1800 G St. NW, Washington, DC
20223. The Government intends to award a firm fixed price contract to
the offer whose proposal, conforming to the specification will be the
most price advantageous to the Government. All responsible small
business sources may submit a proposal which will be considered by the
USSS. Please note no price quotes by facsimile or electronic
responses, including electronic mail will be accepted. All responsible
offerors shall mail quotes to the U.S. Secret Service, Procurement
Division, 1310 L Street NW, Suite 730, Washington, DC 20223, Attn:
April Delancy; no later than 2:00pm, Monday, October 12, 1998. Award is
anticipated within thirty (30) days of receipt of proposals. The
following FAR provisions are applicable to this RFP -- FAR 52.212-1,
Instructions to Offerors -- Commercial Items; FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items; FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items; FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes for
Executive Orders -- Commercial Items. Offerors must include a signed
copy of the Representations and Certifications with their offerors.
