douglas_t_elliott@fmso.navy.mil. The Fleet Industrial Supply Center
(FISC) will be fulfilling a requirement for Security Guard Services for
the National Archives and Records Administration's, Harry S. Truman
Library located at 500 West 24 Highway, Independence, Missouri 64050.
The Contractor shall be licensed by the State of Missouri to provide
armed security guard services. The contractor must manage and provide
a professional armed, uniformed protective security force to protect
the cultural property of the United States. The contractor shall
provide a supervisor and three roving patrols. The supervisor and one
roving patrol post shall be manned 24 hours per day, 7 days per week.
Posting requirements shall be specified within the individual Guard
Post Orders attached to the solicitation. The number of supervisory and
productive hours estimated annually is 8,760 and 16,000 hours,
respectively. The Contractor shall provide additional effort within the
scope of the resulting contract if required. The employment
qualification requirements for security guards exceed Guard II
standards and include but are not limited to, education (HS diploma or
GED), communication skills, experience (3 years min.), medical, and
background checks. All security officers shall have a firearms permit
issued by the State of Missouri and shall meet all state security guard
qualifications. The Contractor shall provide all necessary training,
administrative support, uniforms, equipment, materials, and supplies
necessary for the required guard services. The Government anticipates
awarding a fixed-price, labor hour contract for a (1) one, one-year
period and (4) four, one-year option periods. Award will be made to
that offer providing the greatest value to the government. The
requirement is a 100% small business, set-aside. See CBD Note #1.
