synopsis/solicitation for commercial services prepared in accordance
with the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; Request For Quotations (RFQ) are being requested
and a written solicitation will not be issued. Solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-06. This procurement is set-aside for
small businesses and the SIC Code is 8742 and the small business size
standard is $5.0 million. The Contractor shall provide consulting
services to enable the Employee Education System (EES) to develop
relationships with outside service or funding organizations. The
service and funding support will enable EES to supplement their
national program initiatives i.e., printing companies, Pharmaceutical
Firms, Foundations, and Publishing Firms. The Contractor shall
facilitate the working relationships of EES staff with these
organizations to accomplish programs sponsored by the EES. A variety of
educational methods will be explored and used to strengthen EES
capabilities. These modalities include, but is not limited to: National
satellite TV broadcasts (one-way or two-way interactions); National or
regional traditional conferences; Integrated distance learning using
regional video teleconferencing; and Publications of supplements in
national health care journals. The Contractor shall work with key
individuals to develop a protocol to obtain funding and commercial
support from outside organizations. The Contractor shall research and
develop print supplements and publications in key national journals.
These publications will become a modality for the EES to better address
the 1 VA Learning mandate. The Contractor shall provide consultant
services to help the EES develop capabilities in terms of how EES can
strengthen their collaboration with non-government organizations,
Institutions, and Foundations. Contract services shall begin date of
contract award through September 30, 1999. The Contractor shall work
collaboratively with EES personnel, attending meetings, conference
calls, etc. The Contractor shall submit a technical and price proposal
in response to this announcement. The technical proposal shall address
the following evaluation factors which are descending order of
importance, but considered more important than price: 1)Prospectus
demonstrating the contractor's understanding of the requirement and
describing the technical and management approach to accomplish the work
within the time frame required; 2)Describe experience and knowledge in
facilitating and developing relationships with service or funding
organizations; 3)Describe the skill categories to be utilized to
perform services; 4)Describe the number of hours required to accomplish
the work effort; and 5) Identify at least three sources for past
performance verification. The Contractors price proposal shall reflect
the total cost to perform services including travel and lodging.
Contractor proposals shall also contain the information required in
provisions 52.212-1, a completed copy of 52.212-3 and the certification
required in 852.219-70. Quotations shall be received by 9/29/98 at 4:30
p.m. local time. The following provisions apply to this acquisition:
