incorporated by reference. T (i) This is a COMBINED
SYNOPSIS/SOLICITATION for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) This solicitation number
N70240-98-Q-S111 is issued as a Request for Quotation (RFQ). (iii) The
solicitation document and incorporated provisions and clauses are
those in effect through the Federal Acquisition Regulations. The
Standard Industrial Classification code is 3669 and the small business
size is 750 employees. (iv) A list of contract line item numbers are:
CLIN 0001: 3 each stand alone voice loggers providing advanced, total
system solution for the continuous recording and archiving of audio
received from analog telephone, radio, intercom, and microphone
sources. Systems need to continuously record up to 24 channels of audio
input and store, on-line, 250 hours of recorded audio in high quality
digital format. When audio is recorded, it is stored on a hard disk,
offering a reliable primary storage media for multi-user's access. For
long term storage and retrieval, all recorded audio is continuously
archived to DAT (Digital Audio Tape) cassessets media. Need 16 analog
channel logging system to be compatible with specifications of CE-10000
configuration which calls for ethernet connection. This is a network
land-type connection and CLIN 0002: Warranty to include unlimited
telephone support with labor and parts included for 12 months, for the
Naval Security Group, Imperial Beach, CA. This requirement is only for
supplies. (v) DELIVERY is to be made FOB Destination to Naval Security
Group, 500 Silver Strand Blvd. Bldg. 1, Imperial Beach, CA 91932 by 15
days after effective date of purchase order. Acceptance shall be made
at destination. (vi) FAR 52.212-1, Instruction to Offers-Commercial
Items, is incorporated by reference and applies to this solicitation.
FAR 52.212-2, Evaluation-Commercial Items, is incorporated by reference
and applies to this acquisition. Para. (a), the following factors shall
be used to evaluate offers: technical compatibility to the existing
CE-10000 configuration, past performance and price. Technical
compatibility to existing CE-10000 configuration is most important with
past performance and price approximately equal. (vii) Offers shall
include a completed copy of the provision at FAR 52.212-3,
Offeror/Representations and Certifications-Commercial Items, with their
proposal. (viii) FAR 52.212-4, "Contract Terms and
Conditions-Commercial Items" is incorporated by reference and applies
to this acquisition and resulting purchase order. The following terms
and conditions are added as an addendum to this clause: Type of
contract: The resulting contract will be a firm fixed-price. DFAR
252.204-7004, Required Central Contractor Registration (MAR 1998). FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items (OCT 1995) is incorporated in ths
contract by reference; however, for paragraphs (b) and (c) only the
following provisions apply to this acquisition: FAR 52.203.10, Price or
Fee Adjustment for Illegal or Improper Activity. FAR 52.222-26, Equal
Opportunity. FAR 52.222-35, Affirmative Action for Special Disabled and
Veitnam Era Veterans. FAR 52.222-36, Affirmative Action for Handicapped

ADDITIONAL CONTRACT REQUIREMENTS: STANDARD COMMERCIAL WARRANTY. SUP
5252.246-9401 (JAN 1992). The Contractor shall extend to the Government
the full coverage of any standard commercial warranty normally offered
in a similar commercial sale, provided such warranty is available at
no additional cost to the Government. Acceptance of the standard
commercial warranty does not waive the Government's rights under the
"Inspection" clause nor does it limit the Government's rights with
regard to the other terms and conditions of this contract. In the event
of a conflict, the terms and conditions of the contract shall take
precedence over the standard commercial warranty. The standard
commercial warranty period shall begin upon final acceptance of the
applicable material and/or services listed in the Schedule. The
contractor shall provide a copy of their standard commercial warranty
(if applicable) with their offer. The warranty shalll cover a period of
months (Offeror to insert timeframe,___________). (x) CBD number Note
#1 applies to this procurement. (xi) Proposals are due 9 October 1998
at 2:00 P.M. at the Naval Computer & Telecommunication Station, San
Diego, P. O. Box 357056, Bldg. 1482, Naval Air Station, North Island,
San Diego, CA 92135-7056. Facisimiles will be accepted. Offerors must
acquaint themselves the new regulations concerning Commercial Item
acquisitions contained ar FAR Subpart 12 and must ensure that all
Representations and Certifications are executed and returned as called
