Systems and Warheads Advanced Precursor Warhead Demonstration SECTION
1. DESCRIPTION: The Systems and Warheads Function, Propulsion and
Structures Directorate, U.S. Army Missile Research, Development and
Engineering Center (MRDEC) is requesting proposals for a precursor
warhead that would have application in U.S. Army Aviation and Missile
Command (AMCOM) anti-armor missile systems. The contractor shall
deliver warheads that meet the requirements of the government Interface
Control Drawing (ICD) in Attachment 1 to Redstone Arsenal, AL. The
warheads will be used in evaluations to demonstrate the
state-of-the-art against future threat Explosive Reactive Armor (ERA).
Attachment 2 contains a notional test matrix. The government will
perform the testing of the warheads at Redstone Technical Test Center
(RTTC), Redstone Arsenal, AL. SECTION 2. TECHNICAL REQUIREMENTS --
GENERAL 1. Drawings and design details of the warhead to enable
modeling and simulation. 2.The warhead shall conform to the
requirements of the ICD. Key points are that the case diameter shall be
72 mm or less, a warhead case length of less than 154 mm, a total
weight less than 375 grams. 3. The warheads shall include all the
components necessary to initiate the warhead for static tests. The
warhead shall be capable of perforating the specified range targets
described in a classified appendix. It is desired that a residual of 50
mm or greater be achieved to demonstrate robustness. The warhead shall
be compatible with a tandem warhead section that uses a conventional
time delay. 4. Performance estimates or data that pertain to the
targets of interest. 5. No Government Furnished Equipment (GFE) is
anticipated for execution of this contract. SECTION 3. TECHNICAL
REQUIREMENTS -- SPECIFIC 1. The contractor shall propose a precursor
design with the potential of meeting the performance requirements. The
contractor shall document in the proposal the scientific/engineering
basis for this performance estimate. 2. The contractor shall deliver 12
precursor warheads that meet the requirements of the government ICD to
RTTC, Redstone Arsenal, AL or a facility that the government
designates. 3. The estimated cost of the warhead in production should
be less than $650 per warhead for production quantities of 10,000. 4.
The contractor shall provide design drawings and details sufficient to
allow the government to estimate the performance of the warhead. 5.
The contractor shall provide data to allow an interim hazard
classification (IHC) to be issued. 6. Detonator mounting shall conform
to the ICD. 7. It is desired that the warhead have potential to meet
the Insensitive Munitions (IM) requirements. The use of
plastic/composite body and/or the use of a qualified DOD IM explosive
has been shown to improve the IM characteristics of the warhead. 8. The
explosive used in the warhead shall be a qualified DOD explosive. 9.
The warhead shall use a single point initiation. The explosive output
of the detonator is equivalent to 112 mg of Hexanitrostilbene-IV
(HNS-IV) or a commercial, high voltage detonator such as the RP-80.
Three copies of the proposal shall be submitted. The proposal shall
consist of three parts, technical and management (Part I), cost (Part
II), and past performance (Part III). Part I shall not exceed 20 pages
(12 point text), excluding exhibits. Exhibits shall not exceed 10
pages. The proposal shall contain a one-page abstract summarizing the
proposed effort that is unclassified and releasable to the public. Part
I may include classified information up the SECRET level. All pages of
the proposal shall be marked with appropriate classification and/or
proprietary markings. The evaluation criteria for this BAA are included
in this notice at Attachment 3. Part I of the proposal shall include:
1. Proposer's cover page to include: Title, technical Points of Contact
(POC), administrative POC, pertinent phone numbers, fax numbers, and
email addresses. 2. Summary page(s) of organizations participating in
the proposal with title, technical POC, administrative POC, pertinent
phone numbers, fax numbers, and email addresses. 3. A one page abstract
that is unclassified and not competition sensitive describing the
proposal. 4. Overall technical plans and analysis to show how the
contractor precursor warhead will meet the technical requirements of
the announcement. 5. An overall program schedule to include deliverable
items. Part II of the proposal shall include: 1. A one to two page cost
summary. 2. Supporting pages that include a detailed breakdown of
labor, materials and other costs to include direct and indirect costs.
Part III of the proposal shall include: 1. Submissions of relevant
experience for contracts less than $500,000 since October 1995. 2. The
number of relevant contracts submitted shall be less than six. 3.
Offerors are to submit past performance information and self-evaluation
of that performance in their proposals. An experience questionnaire is
provided as Attachment 5. The questionnaire will be included as an
attachment to the request for proposal to ensure requested information
is addressed by the offerors. 4. In order to facilitate the evaluation
of past performance, the offeror is required to mail or fax the
questionnaire and letter (Attachments 6 & 7) to each of those
organizations listed as references for past performance with
instructions for them to respond directly to the government. The
questionnaire and letter must be forwarded to all identified POC's not
later than 10 days prior to submission of the proposals. The offeror
shall be required to provide written notification with its proposal
that mailings of the questionnaire were accomplished. The notification
shall include the name of each identified POC with telephone and
datafax numbers, and the date of the mailing. The government will
accept proposals for a period of 30 calendar days after the date of
this announcement. The government will not accept proposals after this
period. The government reserves the right to select for awardany, all,
part or none of the responses received and may incrementally fund any
resultant agreement. Note that only the contracting officer has
authorization to award government agreements pursuant to this BAA. All
responsible sources may submit a proposal, which shall receive
consideration by the government. The government reserves the right to
award to other than the lowest offeror. The evaluation will be based on
best value to the government and will include an assessment of life
cycle costs, including disposal. The government anticipates awarding a
single contract for this effort for less than $200,000. The government
plans to fund this effort incrementally. Initially, a payment of 50%
shall be funded upon contract award followed by the remaining 50% after
the delivery and acceptance of 12 precursor warheads by the government.
The 12 precursor warheads shall be in conformance with the ICD. The
contractor may propose delivery of the warheads to the government
before 15 February 1999. If the government accepts this option, an
additional $20,000 incentive fee will be awarded after delivery and
acceptance by the government of the 12 precusor warheads. If a delay
occurs caused by the government, the contractor will not be held
responsible for the delay in delivery. This requirement will be issued
as a full and open competitive contract. A firm fixed price type with
incentive fee contract is contemplated as a result of this
solicitation. Receipt of proposals will be restricted to the United
States and its territorial contractors who possess a SECRET security
clearance. No foreign participation will be considered. Submit all

further solicitation document issued in regard to this BAA. Attachments
1 through 7 will be furnished separately and must be requested by
calling Deidra Barnes, at (256) 876-3139. Attachments 1,2,3,5,6 and 7
are UNCLASSIFIED. Attachment 4 is classified SECRET and appropriate
security clearance is required. Written proposals shall be evaluated
approximately 30 calendar days after they are due in to the government.
Final negotiation shall take place and the contract should be awarded
30 days after the evaluation is completed. Proposals are due by
