PREQUALIFICATION FOR THE CONSTRUCTION OF A NEW MULTI-LEVEL PARKING
STRUCTURE IN COLUMBIA, SOUTH CAROLINA. The Southeast Sunbelt Region of
the United States General Services Administration (GSA) is soliciting
written expressions of interest from qualified regional Small Business
General Contractors which are certified under Section 8(a) of The Small
Business Act (13 CFR 124.101-113) and which desire to be placed on a
list of pre-qualified contractors to participate in a competitive
negotiation process for the construction of the proposed New
Multi-Level Parking Deck in proximity to the proposed New Federal
Courthouse in Columbia, South Carolina. 8(a) firms responding to this
announcement must be located in GSA's Southeast Sunbelt Region which
consists of the following states: Alabama, Florida, Georgia, Kentucky,
Mississippi, North Carolina, Tennessee, or South Carolina. The
proposed structured multi-level Parking Deck will be constructed on a
site to be determined within the Central Business District (CBD) of the
City of Columbia, South Carolina. The proposed six level deck will be
approximately 400,000 gross square feet (35,160 square meters) and will
contain parking for 950 to 1000 vehicles. The structure will be
utilized to park Government-owned, Federal Employee and limited Public
Visitor vehicles. This procurement will be conducted as a Competitive
Negotiation and is restricted to Small Business General Contractors
which are qualified under Section 8(a) of the Small Business Act in SIC
CODE 1542. This is the second request for expressions of interest in
this project and firms which replied to the previous CBD announcement
must also respond to this request. Small Business General Contractors
interested in being considered for participation in this procurement
must submit pre-qualification information required in the General
Services Administration Pre-Qualification Statement Package. Failure to
submit all information requested by the Package within the time frames
stated below will result in elimination from consideration.
Pre-Qualification Statement Packages will be mailed to those firms that
respond to this announcement via Registered Mail received by GSA by
4:00 p.m., October 13, 1998. Requests for participation received after
this time and date will not be considered. Pre-Qualification Statement
Packages will be mailed by October 21, 1998, only to those firms which
have expressed interest in the project within the time frame
specified. A Pre-Qualification Statement Package must be completed in
its entirety and returned to GSA at the address below by 4:00 p.m.
November 3, 1998, in order for an interested firm to be considered for
participation in this project. Failure to return the package as stated
will result in elimination from consideration. Primary factors to be
evaluated include: Verification of Experience and Past Performance;
Qualifications of Key Personnel; Verification of Bonding Capacity from
reputable surety; Financial Capability(to be determined by submission
of a GSA Form 527, Statement of Financial Capability, to be furnished
directly to: General Services Administration, Credit and Finance, 500
E. Bannister Road, Kansas City, Missouri, 64131. Note: this office may
require information in addition to the Form 527 to evaluate financial
capability). Any firm determined to be unqualified in any of these
areas will be notified by letter and offered a debriefing. Those firms
determined to be qualified to participate in project will be mailed
65% drawings on or about November 16, 1998, provided details of a site
visit and the date of the Pre-Proposal Conference. 100% drawings and
specifications will be distributed prior to the Pre-Proposal
Conference. The Estimated Construction Cost At Award range for the
project is between $7,000,000 and $8,500,000 with anticipated occupancy
by January 2000. This procurement will be a marketed as a competitive
negotiation between pre-qualified 8(a) firms but the Government
reserves the right to award on price alone. Award on price alone can
occur if one or more price proposals fall within the established budget
for the project. If all price proposals fall outside the established
budget for the project the government will establish a competitive
range and the firms within that range will be invited to negotiate. All
correspondence and submissions in response to this announcement must
clearly indicate the Solicitation Number (GS-04P-98-EXC-0020) and
should be mailed, with the exception of the GSA Form 527, to the
