Department of Commerce, NOAA intends to repair the Heating,
Ventilation, and Air Conditioning (HVAC) system which includes the
temperature control system at the National Weather Service Forecast
Office in Atlanta, GA. The control system is a Delta. The work of this
contract includes, but is not limited to renovation of the HVAC system
that includes the temperature control system, replace belts on AHU's,
install SCR control at electric due heater, provide DDC control of SCR,
remove existing humidifier and dispersion tubes, relocate temperature
sensors, repair and remount O.A. damper actuators, insulate hot gas
lines, replace space temperature sensors, relocate liquid line solenoid
valves, replace pressure operated unloaders, calibrate space sensors,
replace linear slot diffusers, install new annunciator panels, install
low ambient controls to operate condensing units, provide and install
current sensing switch to monitor compressor status and integrate with
DDC system, calibrate all AHU temperature sensors, reconfigure existing
control system to provide for new sequence of operation, provide site
specific training on the use of the temperature control system. The
government intends to contract this service with Delta Controls. The
Government knows of no other source and believes this procurement is
proprietary to Delta. This procurement will be acquired under the
authority of 41USE253(c),(1). The evaluation criteria is as follows: 1)
The controls equipment shall be by the same manufacturer of the
existing controls system. 2) The software installed must be licensed
software of the existing controls manufacturer. 3) The contractor must
furnish a warranty on the control hardware by the controls
manufacturer. 4) The controls manufacturer must have a factory trained
service representative within 4 hours driving time of the Weather
Forecast Office. 5) All work on the controls system shall be done by
factory trained technicians of the existing controls system. The
Government will evaluate responses from any qualified source capable of
supplying this procurement. Any business source are encouraged to
respond to this announcement within 15 days after it's publication.
