18466-5100 39 -- REPLACEMENT OF AUTOMATED STORAGE AND RETRIEVAL SYSTEM (ASRS)

intends to negotiate with HK Systems, 515 East 100 South, Salt Lake
City, UT 84102 for the development, furnishing installation,
integration, testing and warranty maintenance service for a fully
functional and supportable replacement for the existing ASRS Manager
System at Tobyhanna Army Depot. It is believed that due to the
proprietary restrictions stated herein that HK Systems, Inc. is the
only contractor capable of providing the replacement. The existing ASRS
Manager System was designed by Eaton Kenway,currently known as HK
Systems at Tobyhanna Army Depot in 1985. The existing software is
proprietary to HK Systems and can not be supplied for modification and
use under this contract. As a minimum, a replacement system which
contains all of the current, existing functionality as well as upgrades
which would normally be considered within the industry to be consistent
with a modern, up-to-date ASRS must be provided. The contractor shall
be responsible for building, tailoring or adjusting any new or existing
software products necessary to provide a fully functional replacement
system. The contractor shall be responsible for all tasks required to
de-install and remove the existing Manager System located in the
mezzanine of the ASRS Building at Tobyhanna Army Depot The Contractor
shall furnish, install, integrate and test a complete replacement
(hardware, software, logic) for the existing Automated Storage and
Retrieval System (ASRS) Manager System at Tobyhanna Army Depot.
Hardware and software furnishedshall employ the latest, up-to-date
technologies and be "Year 2000" compliant. Fully redundant Main and
Back-up systems are required. The contractor shall also be responsible
for complete physical installation of the offered hardware and
software,.testing, and debugging. The contractor is responsible for
performing the cut-over to the new system.The database manager offered
shall be a Sybase relational database. The user interface offered
shall be a Graphic User Interface (GUI). The Contractor shall
design/develop/acquire, as necessary, any new software products
required to successfully operate the new Manager and back-up systems.
This includes any new programming functions and/or routines required,
as well as integration with all remaining subsystems including the
Maintenance Shop Floor System; MSS and peripheral devices associated
with or included in the ASRS computer control system/subsystems. The
Contractor is also responsible for converting and transferring/loading
all existing Manager-resident logic tables and inventory data files
into the replacement system and converting all routines, previously
developed by the Government, for structuring and producing system
reports. The contractorshall be responsible for transfer/conversion of
all existing inventory files, functional files, etc. which are
currently maintained in the existing proprietary HK Systems Manager
System. The Contractor shall also furnish and install a complete
replacement for the LXE RF radio communications system which currently
provides communications between the HP1000 Manager System and the
Storage and Retrieval Trucks (S/RTs) in both the Unit Load System and
Bulk Storage. Offerors are advised that the vehicle control system is
proprietary to HK Systems. The contractor shall provide training in the
management and operation of the new Manager System. See Note 22;
also,information regarding contractor's capabilities to perform this
