Laboratory (NRL) has a requirement for the development and testing of
a dual-band reconnaissance camera capable of day/night imagery,
operation on multiple aircraft at medium/low altitudes, generation of
digital imagery, and supporting near-real-time transmission and
exploitation of imagery to remote ground stations having computer-based
image processing and display. This camera shall be capable of
simultaneously capturing visible/midwave infrared imagery, pan
operation for large cross-flight coverage, and be adaptable to
operation on multiple aircraft and pods such as P-3, F-14, and F/A-18.
In addition to the basic requirement for a dual-band reconnaissance
camera with medium range standoff and overflight capabilities,
desirable features include: long range standoff capability, area
coverage of 600 Nmi2/hr at NIIRS 5 with no holidays and a V/H of 0.2 at
2kft, stereo imagery, and field-of-regard from wingtip-to-wingtip
through nadir. Options may include technical support for interfacing,
testing, and performance verification of the resulting camera in one or
multiple aircraft, and delivery of additional copies of the camera.
Basic deliverables will include (1) research, development, fabrication
and delivery of a dual-band reconnaissance camera; (2) technical and
other reports; (3) software development/modifications/enhancements
along with associated documentation; (4) technical manuals; and (5)
data sets. All responsible sources responding to the solicitation will
be considered. The Government will not pay for any documents or
information received as a result of this notice or the associated
solicitation package. NRL uses Electronic Commerce (EC) to issue RFPs
and amendments to RFPs. This solicitation and any amendments to it will
be available via the Internet at the URL address provided below. Paper
