Officer, (202) 514-1886 MARKET RESEARCH: The Office of Justice Programs
(OJP), National Institute of Justice (NIJ) is conducting market
research with respect to obtaining services to support the NIJ's
initiatives, domestic and international, in the following functional
areas: (1) Sponsor research and development to improve and strengthen
the nation's system of justice with a balanced program of basic and
applied research; (2) Evaluate the effectiveness of criminal justice
and law enforcement programs and identify those that merit application
elsewhere; (3) Support technological advances applicable to criminal
justice; (4) Test and demonstrate new and improved approaches to
strengthen the justice system; (5) Disseminate information from
research, development, demonstrations, and evaluations. The purpose of
this notice is to identify potential sources with the capability and
experience to provide services relative to the above functional areas.
The anticipated SIC code is 8732 with a small business size standard
of $5.0 million. A draft statement of work is available to interested
firms by contacting Mr. Richard A. Sites at sitesr@ojp.usdoj.gov and
requesting a copy. The request must include the firm's name, street
address, point of contact and his/her phone and fax number, and the
e-mail address, fax number, or mailing address to which the statement
of work should be sent (Please indicate WordPerfect 6.1 for windows,
Rich Text Format, or MS Word for Windows 6.0 as the file format).
Please review the statement of work and refer any comments or questions
to Mr. Sites via email. If a firm is still interested after reviewing
the statement of work, then it must submit a qualification statement
that is no more than three pages in length. Firms responding must
identify whether they are a large business, small business, small
disadvantaged business, educational institution or other nonprofit
organization, or foreign-owned firm; also indicate whether the firm is
8(a) certified, woman-owned, or both. The qualification statement must
containinformation that indicates the firm's capability and experience
to perform the tasks described in the statement of work. Information
submitted should be pertinent and specific to the functional areas
under consideration on each of the following qualifications: (1)
Experience: An outline of previous projects, specific work previously
performed or being performed and any in-house research and development
effort; (2) Personnel: Name, professional qualifications and specific
experience of scientist, engineers and technical personnel who may be
assigned as a project director and/or principal investigator; Also
specify labor categories, such as research assistant, administrative
assistant, etc., which represent the labor mix of support personnel. A
statement regarding industry security clearance. Any other specific
and relevant information as it pertains to this particular area of
procurement that would enhance our consideration and evaluation of the
information submitted. This synopsis is an advance notice for
information and planning purposes only and is not a formal solicitation
for bids or proposals. The OJP will not reimburse interested firms for
any costs incurred in responding to this notice or subsequent
exchanges of information. All qualification statements must be received
at the contracting office address referenced above NO LATER THAN
NOVEMBER 1, 1998. ATTENTION: Small women-owned and small disadvantage
businesses are encouraged to response to this synopsis. The Research
Applications Contract requirement, which was originally published in
the Commerce Business Daily on October 8, 1997, is canceled by this
synopsis because that requirement has been included in the statement of
