{Norfolk} Detachment Philadelphia intends to acquire through other than
full and open competition Contractor Engineering and Technical Services
(CETS) for the purpose of advising, informing, instructing and training
Department of Defense personnel in the installation, operation and
maintenance of the A-6, EA-6, C-2/E-2C, F-14 weapons systems and
ancillary Common Automatic Test Equipment/specialized avionics test
equipment, and attendant support equipment. The proposed acquisition is
for 928 man months of effort as currently assessed by the Naval
Aviation Engineering Service Unit. The proposed effort will commence 1
October 1999 and will continue through 30 September 2001. The intended
acquisition consists of a Basic Program Term extending from 1 October
1999 through 30 September 2000 and an Option Term extending from 1
October 2000 through 30 September 2001. This program effort will be
attained by a new contract and/or a modification to the existing
contract. The estimated amount of services covers the minimum needs of
the Government for the specified period. The solicitation will contain
specifications for Contract Field Services representatives. The
solicitation will be issued on or after 21 October 1998. The place of
performance is various Fleet and Shore activities and are specified in
the solicitation documents. The proposed contract action is for
services which the Government intends to solicit, negotiate with and
acquire from Northrop Grumman Corporation under the authority of FAR
6.302-1. Northrop Grumman is the only supplier of these services at
this time. This firm is the Original Equipment Manufacturer and the
only known source with the required engineering and technical
expertise, in-plant support, and requisite data base to perform the
required services. This notice of intent is not a request for
competitive proposals. Interested parties who contend that they are
technically qualified should submit within forty-five (45) days from
the publication date of this notice specific factual data, including
but not limited to: technical resumes, corporate and management
experience, and other pertinent information as so desired, to be used
as an evaluation basis to determine competence to successfully perform
the required services. All technical proposals received within the
forty-five (45) days notice period will be considered by the
Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Technical proposals and requests
received as a result of this notice will normally be considered solely
for the purpose of determining whether to conduct a competitive
procurement. All responsible sources may submit a proposal which shall
be considered by the Fleet and Industrial Supply Center Norfolk,
Detachment Philadelphia, Philadelphia, PA 19111-5083. The Government
will not pay for information received. All responses should be directed
