301/402-3070 Under authority of U.S.C. 253(c)(1), FAR 6.302-1 The
Office of Procurement Management, National Institutes of Health (NIH),
Bethesda, Maryland intends to negotiate a contract with Dr. Steven
Bielamowicz, Assistant Professor of Surgery, George Washington
University Medical Center, Washington, DC, to provide otolaryngological
services for patients and normal volunteers involved in clinical
research studies being conducted by the Clinical Center at the NIH on
voice, speech and swallowing functions and disorders. Any response must
be received in writing within fifteen (15) business days from the
published date of this notice. The intended procurement will be
classified under SIC 8049, Offices and Clinics of Health Practitioners,
N.E.C. with a size standard of $5.0M. The Contractor shall provide the
following procedures: 1) Initial otolaryngological evaluation of
persons being admitted to protocols. 2) Multiple channel
electromyographic research studies of muscles involved in upper airway
function during voice, speech and swallowing. 3) Electric stimulation
of the internal branch of the superior laryngeal nerve using needle
and hooked wire electrodes for the research study of evoked potentials.
4) Aerodynamic stimulation of the vocal tract during studies of sensory
function in the upper airway. 5) Mechanical stimulation of the
laryngeal cartilages during studies of sensory function in the larynx.
6) Electrical stimulation of musculature of the upper airway and vocal
tract during voice, speech and swallowing. 7) Nasolaryngoscopy and
rigid laryngoscopy of the upper airway to record kinematics during
muscle stimulation. Availability: 1) Procedures would be scheduled to
occur either throughout one full day or two half days per week. 2)
Availability by telephone and email when not at the NIH for responses
to questions pertaining to patient care and the conduct of the
procedures. The Contractor shall have the following qualifications: 1)
Board certification in Otolaryngology-Head and Neck Surgery and
extensive experience and expertise in the management of voice, speech
and swallowing disorders associated with upper airway disfunction. 2)
Experience in conducting research in voice, speech and swallowing
functions and disorders must be demonstrated. 3) Have malpractice
insurance and be licensed in the State of Maryland and be qualified for
credentialing on the medical staff in the Clinical Center of the NIH.
4) Be located in the Washington, DC area within easy travelling
distance to the NIH in Bethesda, Maryland. The period of performance
shall be for twelve (12) months from date of award. Concerns that
respond to this synopsis shall furnish concise responses directed
specifically to the requirements mentioned above and are invited to
submit capability statements in an original plus two (2) copies no
later than fifteen (15) business days from the date of this
announcement. Responding firms that are located outside the Washington
Metropolitan area, shall indicate how the firm would coordinate with
and provide support to theNIH. Sources demonstrating the capability to
accomplish the above shall supply pertinent information in sufficient
detail to demonstrate their ability to perform. Information furnished
should include enough material to allow the Agency to perform a proper
