available at this time. Firms having interest in providing these
services shall submit company's business size, a capability statement,
including most recent and relevant experience and points of contact.
The capability statement shall also address past experience with the
systems and software listed below. Responses are due NLT 20 Oct 1998.
Responses can be mailed to Greg Cate, 89th SQ/LGCV, Andrews AFB, MD
20762-5000. Required services are as follows: The contractor shall be
responsible for all personnel, equipment, tools, vehicles, materials,
supervision, and other items and services necessary to perform all
day-to-day preventive maintenance (PM) and periodic scheduled
maintenance for facility systems and equipment at Bldg. 1050 (Malcolm
Grow Medical Center) and 23 support facilities located at Andrews Air
Force Base (AFB). The day-to-day, preventative maintenance shall be
performed to minimize system and equipment breakdowns in the Medical
Center. Preventative maintenance and periodic schedule maintenance for
facility systems and equipment including but not limited to the
following: Carpentry (stairs, floors, walls, ceilings, railings,
windows, doors, roofing, flashing and trim gutters and down sprouts,
roof openings, drapery tracks, mounting brackets, miscellaneous
hardware, cabinets, countertops, locks, etc.), Electrical
(primary/secondary power systems, switchgear, circuit breakers, fused
disconnects, panel boards, motor control center, motor starters,
interior lighting equipment, bulb and ballast replacement, emergency
lights and exit lights, exterior building lights, ground fault systems,
etc.), Mechanical ( EMAC system; hot water distribution system; chilled
water distribution systems, make-up units, etc..), Refrigeration
(Direct expansion units, rooftop A/C units, split type A/C units,
computer room A/C units, digital controls, chilled water systems,
screw-type chillers, centrifugal-type chillers, water treatment,
etc..), Plumbing (sinks, showers, tub, drinking fountain & cooler, eye
wash fountain, utility sink, counter top sink, urinal, toilet, water
supply values and specialties, grease traps, water hammer arrester, hot
water generators, storage tanks, circulating pumps, sanitary waste and
vent system drains and pumps, roof drains, water pressure booster
equipment, jockey pump, sprinkler heads, steam and condensation piping
and values, etc. ), Miscellaneous (safety program, hazardous material
handling and inventory program, service desk, 24 hour maintenance
mission). PM includes inspection, minor adjustments, and record keeping
of data obtained during inspections. The contractor also will perform
operation maintenance repair tasks and functions /testing per NFPA and
JCAHO requirements on real property installed equipment (RPIE) at MD.
In addition, the contractor will be responsible for the following
tasks: The contractor shall research equipment manufacturer's
recommendations, follow guidance in mandatory publications for
operations and maintenance requirements and ensure these requirements
are included in a Preventative Maintenance Schedule and Preventative
Maintenance Procedures plan. The contractor will also computerize
Operations and Maintenance records using the Defense Medical Logistic
